As a member of the Senior Management Team (SMT), the DTL-Programs is responsible for overseeing the development of high quality, innovative programs that deliver immediate and lasting change for children and monitoring the quality of the implementation of those programs. Provide technical assistance and appropriate monitoring and evaluation in emergency responses. Coordinate closely with sector program teams and local partners guided by SC and donors set guidelines. This position is based in Puerto Rico and reports to the Response Team Leader. This position is expected to last a minimum of 6 months, with a possibility of extension to one year.
Leadership (20%)
- Leadership of the Response Team

- Help design and implement a coherent organizational structure that is consistent with agency practices and appropriate to program needs
- Help establish, maintain, and improve active and regular working relationships with: government agencies, partner agencies including donors.
- Coordinate with US Programs and the Department of Humanitarian Response to ensure that all required support needs are identified and technical support is requested based on need.
Strategic Planning (20%)
- Provide strategic vision and direction to the Save the Children’s child protection, child care recovery and early education, and non-food item distribution programs.
- Take a lead role with technical specialists to develop program sector strategies and annual plans ensuring coordination of all technical input to country strategy, proposals and reports
- Participate in conceptualizing and designing cost effective, innovative and high-quality programs reaching targeted beneficiaries.
Staff Management, Mentorship, and Development (25%)
- Ensure appropriate staffing within program teams
- Ensure that all staff understand and are able to perform their role
- Manage Program team leads; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
- Incorporate staff development strategies and Performance Management Systems into team building process. Establish result based system and follow up
- Manage the performance of all staff in the Programs team through:
- Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
- Coaching, mentoring and other developmental opportunities;
- Recognition and rewards for outstanding performance;
- Documentation of performance that is less than satisfactory, with appropriate performance improvements/work plans
Program Design and Technical Assistance (20%)
- Ensure that the Hurricane Harvey Response has a quality, multi-sectoral program reflecting all priority technical and sector aspects of the Response Plan.
- Ensure the design and development of child focused emergency and development programs are of a high quality and contribute to the Response’s strategies and plans.
- Ensure that the Child Protection and Child Care and Early Education sectors are coordinated, integrated and support each other to optimize programs and projects.
- Ensure that technical staff provide input into proposals and proactively and regularly communicate planned requirements for program design and implementation
- Support the Response team in ensuring adequate resources are secured for program activities from grants and the private funds
- Ensure that all sectors apply a risk lens to program design and implementation in line with the Save the Children policy on Disaster Risk Reduction
- Ensure appropriate levels of technical assistance and capacity building is provided to partners
Assessment, Monitoring and Evaluation (10%)
- Maintain a robust M&E system to measure achievement and progress toward program goals and results
- Measure achievement and progress toward program goals and results through the M&E system
- Contribute to grants/projects reporting and total reach compilation
- Lead on internal and external program/project evaluations as necessary and ensure the execution of baseline, periodic, and final evaluations as necessary in coordination the program implementation team
Knowledge Management (5%)
- Ensure learning by the response from relevant best practice and assess performance regularly against agreed program objectives and indicators
Required Qualifications
- You have a minimum 5-7 years' experience working in an NGO environment, including experience directing and implementing programs for children in both emergency and development contexts, preferably with solid experience in more than one of the Save the Children priority sectors in: education, protection, rights governance, and emergencies
- Solid experience of developing and managing monitoring and learning systems
- Good analytical skills.
- Credibility to advocate, influence and represent Save the Children at all levels
- Resource management, training, capacity building, coaching, and mentoring skills
- Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
- 100% travel/deployment to Puerto Rico
Preferred Qualifications
- You have 7+ years' experience working in an NGO environment, including experience directing and implementing programs for children in both emergency and development contexts, preferably with solid experience in more than one of the Save the Children priority sectors in: education, protection, rights governance, and emergencies
- You have an advanced degree in international development, social work, psychology, or related field
- Experience working in Puerto Rico preferred
- Spanish language capacity preferred
