Associate Vice President, Program Quality & Implementation

Reporting to the Senior Vice President of U.S Programs & Advocacy (USPA), the Associate Vice President (AVP) of Program Quality & Implementation will be responsible for ensuring the highest quality implementation, continuous improvement and the greatest possible impact of Save the Children's programs in the United States. The AVP will oversee program design and implementation, training and technical assistance, monitoring and evaluation, and strategic partnerships in education, psychosocial, protection, emergencies and other relevant sectors. As a member of USPA's Senior Management Team, he/she will provide strategic input to the larger division and agency strategies, ensure strong collaboration with colleagues in Finance & Operations, Human Resources, Government Relations, Marketing & Communications, and Resource Development, and contribute to the culture of the organization.

Areas of Responsibility: 

Leadership and Strategic Planning: 35%

  • Develop and implement a strategy, tailored to high-need rural communities, for providing a continuum of services that ensures children are socially, emotionally and cognitively prepared for kindergarten and to achieve at or above grade level in third grade.
    • Review Save the Children's existing early childhood education and school-age literacy programs, psychosocial and protection programs, and emergency preparedness programs, looking for opportunities to improve each one and weave them together in an effective and cost-efficient manner.
    • Develop new programs as needed, including in mathematics.
    • Ensure monitoring and evaluation systems are robust, utilize the latest technology and research, and strongly position Save the Children to pursue public and private funding.
  • Oversee emergency recovery operations in the United States, ensuring a focused strategy and building partnerships to ensure children are safe, protected and return to a sense of normalcy as quickly as possible.
  • Provide strategic guidance to the Senior Vice President, division senior management and agency functions to ensure USPA program management standards are best in class.

Operational Excellence: 25%

  • Oversee all aspects of program development and implementation. Monitor practices to ensure the highest level of program quality and innovation, partner relationship management and results for children.
    • Ensure effective partnership management and local capacity building.
    • Ensure highest standards in program fidelity and quality.
    • Ensure highest quality training and technical assistance for all program areas.
  • Increase operational efficiencies and effectiveness; actively look for and pursue opportunities to reduce program model costs and serve more children.
  • Optimize use of technology in program delivery.
  • Establish and monitor program operating performance ratios to ensure staff resources are optimized.
  • Ensure child-staff-partner-facility safety and security policies and protocols are effectively implemented.

Management and Development: 25%

  • Directly supervise a team of 5-6 and provide oversight to larger department staff.
    • Providing guidance and support to advance their technical and supervisory capacities.
    • Build their capacity to assume great levels of responsibility and achieve their career development goals.
    • Establish and implement effective staff management and development plans for entire department.
    • Build positive team morale and support staff to become effective and knowledgeable of how their work links to wider agency directions, strategies and policies.
  • Actively participate in USPA senior management team meetings and retreats, contributing to the overall strategy and direction of the division.
  • Actively participate in quarterly business reviews and other agency-wide meetings.
  • Ensure strong coordination and collaboration between program quality and implementation department and other departments in the division, as well as across the agency.
  • Ensure compliance to agency standards, policies and procedures for all program and operational activities.

External Affairs: 15%

  • Support resource development efforts to ensure a diverse and sustainable base of funding for programs.
    • Contribute to development of donor proposals, reports and other materials.
    • Meet with donors as needed.
    • Ensure donor intentions are realized.
    • Ensure VIP/donor visits and program reporting are highest quality.
  • Support advocacy efforts to drive policy change.
    • Contribute to development of policy agendas.
    • Participate in meetings with at local, state and federal officials as needed.
  • Support marketing and communications efforts.
    • Contribute to plans to increase awareness of Save the Children's programs in the United States.
    • Ensure marketing and communications team has access to latest program results and work with them to ensure that information is easily understood by the press, policymakers and public.
    • Represent Save the Children to the press as needed.
Educational Background: 
Bachelor's degree required
Skills/Experience: 

Required Qualifications

  • Minimum 15-20 years' experience in area of expertise
  • Extensive experience in large matrix organizations with a distributed workforce and various service lines in multiple state and communities throughout the United States
  • Leadership skills in providing technical and managerial direction to a team of diverse professionals to deliver effective services in different states; familiarity and knowledge of acceptable standards for implementing high quality programs.
  • Experience in providing leadership and management direction across diverse programmatic units including technical program capacity and program implementation; flexibility to adapt new techniques and technologies based on need and availability in different locations is important.

Preferred Qualifications

  • Master's to PhD degree in relevant area preferred
  • Excellent interpersonal and communications skills
  • Ability to focus on strategic goals while ensuring a tactical execution plan is in place and followed through
  • Ability to lead a team of experts in education, protection, psychosocial and emergencies for successful results
  • Politically astute
  • Ability to convey complex strategic plans and ideas in simple appropriate ways
