The Strategic Learning Advisor will exercise independent judgment and discretion on significant matters related to functional area, with objectives and milestones approved by senior management and implemented independently, with management support.

Areas of Responsibility: 

Theory of Change Activities                                                                                           

  • Provide leadership and technical expertise on all TOC activities;
  • Conduct routine assessment of stakeholder needs and interests related to TOC development and TOC annual review/modification;
  • Coordinate with the Office of Food for Peace (FFP) representatives on TOC guidance, including guidance for TOC development and for conducting TOC annual reviews;
  • Create TOC guide(s), e.g., "the short version," to include updated curriculum and guidance on conducting a TOC analysis and annual review; support the TOPS team as the guide is translated into other languages (e.g., French);
  • Design and conduct TOC refresher sessions and capacity strengthening workshops on TOC development;
  • Design Training of Trainers (ToT) curriculum; conduct at least one pilot;
  • Prepare for and conduct TOC annual review workshops, targeted to priority countries, particularly as DFSAs approach mid-terms;
  • Coordinate with TOPS team to ensure effective dissemination of all tools and guidance via web portal.

Monitoring and Evaluation activities                                                                      

  • Prepare for and conduct an annual monitoring workshop in East/Central Africa, with aim to improve capacity of implementing partner (IP) M&E staff determine appropriate data collection methods for annual monitoring indicators, and to provide fundamental guidance on the implementation of beneficiary-based surveys and scope of work development for contracting out the annual survey;
  • Prepare for and conduct an annual monitoring workshop in Washington, DC, aimed to improve the capacity of IP M&E staff to set targets for annual monitoring indicators.

Stakeholder Consultation Activities                                                                         

  • Assist with preparation and support the implementation of stakeholder consultations between the IP community and FFP.
  • Conduct routine assessment of field-level and HQ stakeholder (IP and FFP) interests for stakeholder consultations;
  • Conduct in-depth qualitative interviews with IP and FFP staff in preparation for consultations to refine key discussion topics.
Educational Background: 
Bachelor’s degree in international development, economics or related area;
Skills/Experience: 

Required Qualifications

  • Minimum 7-10 years' experience in international development working in food security, monitoring and evaluation, or related field;
  • Experience working on USAID Food for Peace-funded development projects, developing Theories of Change, and providing training/capacity strengthening;
  • Demonstrated skills and experience in M&E practices;
  • Strong level of technical and/or managerial knowledge, skills, and experience to direct the operational activities of a unit or team, or provide technical advice, guidance and management related to various size programs, grants, or projects.
  • Skills in computer software, e.g., PowerPoint, Excel, computer aided graphic design, etc.
  • Willingness and ability to travel domestically and internationally up to 25% time to meet with colleagues, attend project events, and deliver training sessions.

Preferred Qualifications

  • Facility in French or Spanish languages;
  • Some experience in distance learning practices.
