Save the Children has global health programs in over 30 countries worldwide. The Family Planning and Postabortion Care (FP & PAC) Initiative at Save the Children focuses on emergency settings and has service delivery in eight countries including Pakistan, Democratic Republic of Congo, Yemen, Somalia, Syria, Egypt, Rwanda and Niger. The overall goal of this initiative is to ensure that all women are supported in their reproductive health choices and have access to contraceptive and postabortion care information and services.
The Advisor for Reproductive Health in Emergencies (RHiE) is responsible for providing technical assistance to the FP & PAC Initiative. The technical assistance includes analyzing contextual situations, developing technical guidance, support integration at community and service delivery points, and quality assurance. The advisor will engage at global level in the development of organizational strategy, operational plan, and creation of innovative ideas/solutions to service delivery, training, and quality improvement.
Program Technical Support for FP & PAC Initiative (60%)
- Provide technical assistance for RHiE programming across the initiative’s global portfolio.
- Assess contextual situations in four countries, by conducting consultative meetings with Ministry of Health and partner agencies in each country (Pakistan, Syria, DRC and Niger).
- Develop an action plan to support access to information and quality services in geographic areas of focus, in collaboration with the relevant technical advisors.
- Develop systems for deployment of reproductive health commodities in collaboration with the Pharmacist.
- Set up quality assurance systems and monitor its effective use, through data review, remote technical assistance, and regular field visits.
Provide technical leadership in the subject area (20%)
- Adapt a blended learning plan in collaboration with the Learning and Development Advisor incorporating e-learning, self-guided learning, face-to-face learning and supportive supervision.
- Rollout values clarification training with supportive supervision and use of data for programmatic action.
- Conduct clinical trainings that include referral protocols and medical supply chain management for Ministry of Health staff in four focus countries.
Strategic and Operational Planning (10%)
- Actively engage in the development of global reproductive health strategies and reporting on the achievement of FP & PAC initiative.
- Participates in agency and departmental strategic and operational planning processes to achieve department-wide and agency objectives in emergency health.
- After approval by their senior management, objectives are implemented independently, with management support, to determine accomplishment, key milestones and overall success
- Functional based policy and practices exist. Incumbent is provided with the "why" and often determines the "what", but must always determine the "how”
Program and Innovation Documentation (10%)
- Work closely with partner agencies at country level in the adaptation of innovative solutions and sharing of knowledge and experience.
- Lead and facilitate documentation and write-up of synthesized data/learning from the field to inform future strategies and programming in humanitarian settings.
Required Qualifications
- 7-10 years of experience
- The position holder will have a clinical background and more than 7 years of experience delivering and providing technical advice to reproductive health programs.
- Demonstrated technical knowledge and skills in the areas of family planning and reproductive health.
- Proven ability to think and act strategically and collaboratively. Ability to work and develop diverse relationships with colleagues and counterparts.
- Exercise independent judgment and discretion on significant matters.
- Demonstrated knowledge and experience in capacity building - clinical competency-based training, and quality assurance.
- Interpersonal skills and ability to shift thinking (policies and practice) at internal and external forms and with Ministries of Health at Country level on relevant policies.
- Ability and willingness to travel up to 40% to remote countries.
