A key area of Save the Children’s global health programs is child health including pneumonia. The Advisor will implement and communicate the vision, strategy and operational plan for Save the Children US’ global pneumonia work. S/he will play a critical role in the Pneumonia Centennial Commitment (PCC) by operationalizing the SC/US pneumonia strategy. The Advisor will provide technical assistance to country offices to help assess needs and opportunities, and design and support the implementation of high quality, state-of-the-art pneumonia programs in selected high priority countries. S/he will represent SC/US in the international pneumonia community, and assist and support other SC/US teams, as appropriate, and collaborate with Save the Children International (SCI) members in defining and advancing SCI’s global pneumonia agenda. The Advisor will provide support and feedback to the PCC vision and work plan to consolidate elements of SC/US’s programming, research, innovations, policy and advocacy efforts in order to strengthen our contribution to the PCC.
As a key member of the Child Health Team under the guidance of the Senior Advisor, Child Health, the Advisor will perform the following duties:
Provide Key Support for the SC/US Pneumonia Program (30%)
In collaboration with the Senior Advisor, Child Health and the Global Health Senior Leadership Team, define the vision, strategy and operational plan for SC/US’s global pneumonia work. Be accountable for achieving the results set out in the strategic and operational plans and be able to articulate sector approaches to measuring global results and monitor progress toward agreed upon results.
- Oversee integration of all areas at SC/US that touch on pneumonia (pneumonia research and innovations, iCCM, IMNCI, immunization, nutrition, WASH and cross-cutting areas such as health systems strengthening, behavior change communication, innovation and advocacy).
- Coordinate SC/US input to materials developed by the SCI Pneumonia Leadership Group in a timely manner, and spearhead SC/US development of relevant materials for review by the SCI Pneumonia Leadership Group.
- Coordinate the operational planning and implementation of the SC/US pneumonia sub-strategy.
- Coordinate and consolidate SC/US review comments on pneumonia reports, briefs, talking points, and beacon country strategic plans and work plans.
- Provide technical expertise and oversight to ensure programs apply evidence-based pneumonia interventions and approaches in our programs, and develop and support new state-of-the-art approaches.
- Provide technical guidance and support to SCI country offices to ensure quality, sustainability and impact at scale.
- Work with SCI country offices to build their pneumonia programming capacity, including approaches to integrating pneumonia into other health programming, and especially into nutrition and WASH work as needed.
- Provides leadership, training and technical support for workshops, collaborates in developing training modules and other tools, as needed.
Mobilize Public and Private Resources (30%)
- Collaborate and develop long-term funding strategies for SC/US’s technical and programming priorities in pneumonia and assist in outreach to SC/US donors that will help us meet our SC/US centennial goal of $100 million.
- Establishes and maintains new/existing relationships with key donors (especially USAID at the headquarters and regional/country level) and program partners to advance global sector pneumonia work within the SC/US International Programs portfolio.
- Play leadership role with SC/US and country offices in identification, development and submission of quality proposals in pneumonia and child health.
Provide Leadership for Pneumonia Policy and Advocacy (20%)
- Help define SC/US’s global pneumonia advocacy agenda to address key agency priorities.
- Contribute to building alliances and strategic partnerships to influence pneumonia policy and support learning and innovation.
- Liaise with the SCI Pneumonia Leadership Group and other SC members around the PCC.
- Develop pneumonia advocacy and communication talking points in collaboration with appropriate SC/US technical teams and the Pneumonia Leadership Group.
- Provide pneumonia expertise to implementation of larger agency advocacy efforts.
- Provide guidance for country level pneumonia advocacy efforts as necessary and appropriate.
- Provide technical expertise to policy and advocacy related efforts to the pneumonia focus on global campaigns including assisting with the World Pneumonia Day activities.
Support Program Learning and Innovation specific to Pneumonia within SC/US in coordination with other SC/US Departments and SCI (20%)
- Support key pneumonia program innovation and learning priorities, especially related to key gaps in the evidence base for programming, and the steps needed to inform policy, and translate policy into practice at scale.
- Identify best practices from country programs and global work, documents these practices, and disseminates and promotes uptake within the agency.
- Share SC/US best practices externally and introduce new evidence-based best practices into SC/US global and country level work.
- Support monitoring and evaluation, with a focus on sound data collection, analysis, and interpretation for program management, proposal development, and documentation of project innovations and impact. Support high quality baseline, midterm and final evaluations and other program planning assessments.
- Initiate planning and implementation of skill development/training/capacity building for SC/US, including development and review of training materials.
- In coordination with the Senior Advisor, Child Health, represent on pneumonia-related matters with other offices within SC/US and through participation in coalitions such as Every Breath Counts, and represent SC/US externally on specific technical topics with donors, academic institutions, and technical assistance organizations.
Required Qualifications
- You have a minimum 7-10 years' experience in area of expertise
- Strong Level of Technical and/ or Managerial knowledge, skills, and experience to direct the operational activities of a Unit or Team, or provide technical advice, guidance and management related to various size programs, grants or projects.
- Experience in the development of advocacy and communications strategies with experience designing and implementing results-oriented strategic advocacy plans for developing country-level programs and global projects.
- Proven track record in developing effective and responsive project proposals, particularly with USG.
- Previous experience with USAID and other global donors, and strong record of fostering new and effective partnerships within the US and with international partners.
- Experience establishing and fostering cross-organizational collaborations and partnerships with key international development and policy-level partners including UN agencies, donors and other nongovernmental organizations.
- Knowledge of the current global health landscape and its major entities is necessary.
- Strong management skills, with excellent attention to detail, able to synthesize, organize, and present information effectively to different audiences.
- Ability to establish metrics and mechanisms to measure and monitor results (immediate and long-term) to ensure effective, quality impact.
- Excellent English writing, communication and public presentation skills, preferably in child health policy, advocacy and research issues.
- Ability to think as an entrepreneur and take risks when necessary.
- Excellent interpersonal skills and the ability to work both independently and as a team member with diverse headquarters, field office, partner agency staff, and developing country officials.
- Self-motivated and highly flexible individual who is able to manage multiple tasks and priorities. Must have strong critical thinking, diplomacy, and negotiation skills.
- Ability to travel 25% time
