The Advisor, Monitoring and Evaluation (M&E) will work with the Reproductive Health team, which includes adolescent sexual and reproductive health (ASRH), maternal, and reproductive health, and family planning, to provide technical assistance to projects including design and oversight of performance monitoring, management information systems, assessments, research, and evaluation. The position will work closely with the technical staff on the Reproductive Health team and with country office staff and awards management to (a) lead the development and implementation of data collection systems, monitoring plans and tools; (b) conduct/support qualitative and quantitative data analysis and (c) facilitate data use. The position will also help design and implement program learning agendas and research supporting that agenda. This will include travel to country programs to provide onsite technical assistance and capacity building and to document program results and lessons learned. The position holder will coordinate M&E support to the Maternal and Reproductive Health team, which will include planning for and managing consultants as the need arises.
M&E support to the Contraception without Borders Project is a key part of the position holder’s responsibilities. The project will work to develop a model to reach nomadic and semi-nomadic communities with family planning and engaging regional stakeholders in sharing lessons on effective, scalable approaches to increase family planning use among these populations in Wajir and Mandera counties, Kenya.
Finally, the position holder will foster relationships across the M&E team in the Department of Global Health, the Sponsorship Monitoring, Evaluation and Learning Advisor, and the agency’s Monitoring, Evaluation & Learning working group to contribute to the Agency’s approach in research, monitoring and evaluation. The position will play an increasing role in leadership in M&E across the Department of Global Health.
Monitoring, evaluation, research and data collection: (50%)
- Work with headquarters and country office teams to develop and/or finalize performance monitoring plans, including key indicators to be reported to the donor
- Create and adapt high-quality, donor- and country-compliant data collection tools including monitoring tools and forms, survey questionnaires, qualitative data collection, facility assessment and supervision tools, and training materials
- Develop project specific databases containing project results for ongoing monitoring, including with appropriate age and sex disaggregation
- Lead and/or support country teams to analyze quantitative and/or qualitative data sets
- Support data visualization of data collected for improved use of data.
- Provide mentorship and training on indicator development, collection and management of monitoring data to country office and home office project staff
- Contribute to program evaluation and formative research studies, including contributing to the development of tools and protocols and/or managing external consultants/partners
- For select projects, provide technical inputs for implementation research including the development of research protocols, data collection instruments, study operation procedures, analytic plans, training materials and IRB submissions
- Support quantitative and qualitative data collection, analyses, publication and dissemination of findings
Knowledge Management (25%)
- Develop and pursue a learning agenda for the Maternal and Reproductive Health (RH) team and project learning agendas
- Lead and/or support the writing of findings for dissemination via reports, technical publications, and/ or peer reviewed journal articles, and conference presentations per organizational and project needs
- Collaborate with project staff on Contraception without Borders and contribute to translating project learnings/ findings to date into accessible briefs, presentations, evidence summaries for stakeholders across the sub region, horn of Africa and Sahel
- Provide thought leadership and support to the RH team to pursue the team’s learning agenda, including producing technical publications, manuscripts and conference presentations
- Lead or contribute to regular donor reporting including presentations or other deliverables to the donor associated with regular reporting and other donor requests
New Business Development (15%)
- Establishes and maintains new/existing relationships with key donors and development partners (headquarters and regional/country level), in coordination with country office staff
- Participates in the development and submission of quality proposals that respond to identified opportunities in coordination with country office and program development staff as appropriate
- Identify opportunities to pursue the team’s learning agenda in new business opportunities
Other Responsibilities (10%)
- Provide mentorship/capacity building in M&E to RH team members and project staff, including in specific capacities for M&E related to maternal health, ASRH, and family planning
- Serve as a point person to manage relationships with external research partners on projects
- Possible role in supervision and coordination across department as time permits
Required Qualifications
- Minimum 7-10 years of progressively responsible experience in M&E and research efforts in Reproductive Health and Family Planning, Maternal Health and/or ASRH
- Experience designing and implementing M&E frameworks, including routine data collection, quality assurance, translation & use
- Experienced user of software packages including Word, Excel, PowerPoint and at least one quantitative analysis software.
- Experience in planning and implementing surveys, evaluations and/or implementation research.
- Demonstrated knowledge and experience in capacity building
- Excellent organizational and time management skills
- Excellent English written, verbal, and inter-personal communication skills, including reports and manuscripts
- Strong interpersonal skills, ability to work well with people from different cultures and to develop and maintain relationships with key groups (internal and external) to the organization
- Experience working in sub Saharan Africa
- Ability to travel internationally (approximately 25-30% time)
