The Research & Learning Advisor is responsible for leading the identification of a focused set of research and evaluation priorities within the Child Protection Global Theme (CPGT), and aligning them with the priorities identified in Save the Children’s organizational Theory of Change (Innovation, Voice, Partnership, and Scale).
The role holder is responsible for identifying, defining and accompanying robust research and evidence agendas for key child protection programming approaches that clearly demonstrate evidence-based practice, bring evidence and data from the country and regional levels up and contribute to bridging the global evidence gap both internally in Save the Children and externally in the wider sector.
The role holder is responsible for working with the CP M&E Task Group and Save the Children International to develop and implement a child protection Evaluation, Research and Learning (ERL) ambition that measures our contribution towards our organizational Breakthroughs (Learn, Survive, Be Protected) and our child protection strategic priorities.
The role holder will manage the CP M&E Task Group as well as working with other internal and external networks that focus on building stronger evidence around child protection issues, with a specific focus on violence prevention.
Programmatic Approaches: 50%
- Lead the development and implementation of the research and evidence agendas which accompany child protection programmatic approaches, including direct capacity development support to specific regions, countries or cluster of countries (to be determined).
- Lead the child protection Analytical Capacity Project on Strengthening Behavior Change Monitoring, Phase 3, and align it with the roll out and implementation of relevant programmatic approaches.
- Support roll-out of the child protection Quality Benchmarks, prioritizing those that relate to programmatic approaches and provide assistance to COs as required.
Evaluation, Research and Learning (ERL) ambition: 30%
- Develop an Evaluation, Research and Learning (ERL) ambition for child protection which contributes to both the Results Framework research and evaluation priorities and programmatic approach agendas, including ‘learning questions’.
- Develop a pipeline of Member/country office child protection research items and evaluative activities planned for 2018, support and analyze country office reviews and evaluations and produce learning papers and publications.
Global Strategy, cross-thematic work and Breakthroughs: 10%
- Support the roll-out and use of the child protection Pathways to Change to achieve our organizational Be Protected Breakthrough and lead the evidence strengthening components.
Manage the child protection M&E Task Group and build internal and external connections: 10%
- Lead the development and implementation of the child protection M&E Task Group annual work-plan and priorities, aligning them with the work-plan of the CP GT.
- Identify and work with existing internal and external networks that focus on building stronger evidence around child protection issues, with a focus on violence prevention, including the Global Partnership to End Violence against Children and the Alliance for Child Protection in Humanitarian Action.
- Build and nurture new partnerships, including between academics and child protection practitioners.
- You have a minimum 7-10 years' experience in area in social research, social science or monitoring and evaluation of social programs.
- Strong Level of Technical and/ or Managerial knowledge, skills, and experience to direct the operational activities of a Unit or Team, or provide technical advice, guidance and management related to various size programs, grants or projects.
- Significant experience in international child protection, including responsibilities in child protection research, monitoring and evaluation.
- Relevant experience in development and/or humanitarian contexts preferred
- Significant experience in designing and implementing qualitative and quantitative research methods
- Strong skills in designing and using methodologies for trainings, workshops and capacity development and facilitating multi-cultural and multi-lingual learners
- Strong background in user-friendly tools and approaches
- Proficiency with information management systems and statistical software
- Experience in document design for a variety of audiences
- Self- motivated and able to work with high degree of autonomy and without close supervision.
- Proven experience of building personal networks, a collaborative approach, and the ability to bring people together around a common agenda
