The National Association of County and City Health Officials (NACCHO), a national organization representing nearly 3,000 local health departments nationwide, has an immediate opening for a Director of Membership & Meetings.
POSITION SUMMARY:
The Director organizes and manages a significant function or program of NACCHO, including the supervision of one or more staff members at the Manager, Specialist, or Associate levels. The Director develops the processes and programs required to implement the unit's strategy and manages the resources of the function - both financial and human. The Director is accountable for the effective day-to-day operations and results of the unit and develops and implements initiatives to ensure results are attained and quality standards are met. Positions at this level typically report to a Senior Director, Senior Advisor, or Chief and require advanced knowledge and experience in an area of specialization and well as significant management capabilities. Incumbents generally have eight or more years of experience in their discipline and a bachelor's degree of the equivalent, as well as substantive experience at the Manager level. Graduate level degrees may be considered in lieu of experience.
This position contributes to the advancement of local public health practice by performing and overseeing a variety of activities related to membership and event management. The Director provides leadership for all aspects of NACCHO meetings, conferences, and special events; oversees budgets, logistics and contracts relating to both meetings and membership activities; and provides vision and leadership for the implementation and advancement of NACCHO's general membership, Affiliate Business Partner, and State Partnership programs, including member advisory groups and awards such as the Model Practice Program. As the individual managing both the membership and meetings functions, this position has a significant impact on the generation of the unrestricted revenue that supports vital NACCHO functions that serve NACCHO members.
POSITION SPECIFIC DUTIES:
Overall Department Management
- Develop and implement an integrated team structure that leverages synergies in the membership and meetings functions, and periodically reassess/rebalance staff roles to ensure goals in both functions are being met
- Hire, train, manage, and develop staff to fulfill responsibilities of this integrated team. Crosstrain staff to improve efficiencies and ensure sufficient coverage during peak periods.
- Develop and manage budget for integrated department.
- Instill a culture of member service in all functions and activities.
- Work collaboratively with other NACCHO staff to develop new programs, services, and events that meet member needs and generate unrestricted revenue for NACCHO.
- Develop, implement, and execute a strategic plan for membership and meetings that encompasses and supports the strategic goals of NACCHO.
Meetings:
- Oversee all logistics support for NACCHO conferences, project-based meetings, workgroup meetings, and trainings.
- Assess the optimal balance of providing meetings and conference support via staff versus consultants/contractors, and adjust staffing and reliance on external vendors accordingly
- Proactively reach out to NACCHO staff (Programs, Government Affairs, etc.) to develop a running list of meetings and conferences and work collaboratively with these staff to ensure events are planned to meet expectations. Serve as the primary liaison to NACCHO staff on all event-related issues.
- Draft RFPs for necessary support services, evaluate proposals, and select vendors/partners.
- Oversee the NACCHO Annual Conference, Public Health Preparedness Summit, and other large conferences, including developing and managing conference budgets, as well as external contracts for site selection, conference management, sponsorship sales, CE coordination, AV, and Exhibits. Coordinate the development of meeting content in coordination with NACCHO Programs leadership and the Annual Conference Committee. Work collaboratively with other sponsors (e.g., government entities or other funders) if applicable. Manage the overall travel scholarship process for the Conferences.
- Negotiate contracts for external vendors including conference management, insurance, hotel, AV, decorators, security, transportation, etc. as applicable for each meeting, conference, or event.
- Identify new potential revenue opportunities for the NACCHO Annual Conference and Public Health Preparedness Summit (sponsorship and exhibits) to continually grow the programs and build on existing support.
- Manage the meetings team's workload to ensure consistency in planning is obtained for all NACCHO events.
- Review event-related expenditures and invoices and track expenses to ensure they remain within the established budget.
- Participate and coordinate conference calls for the NACCHO Annual Conference Workgroup (ACW) and the Public Health Preparedness (PHP) Planning Committee.
- Represent NACCHO for large conferences for which NACCHO is a co-sponsor/Partner (i.e. Public Health Informatics Showcase).
- Oversee NACCHO's environmental meeting efforts to create green meetings, evaluate progress and suggest changes/alterations.
- Review and update existing contracts for services for the organization (Travel agencies, site selection firms), monitor performance and solicit competitive bids as needed.
Membership:
- Manage NACCHO's membership strategy and operations, including recruitment, retention, and engagement.
- Develop an annual membership engagement and retention plan, in concert with NACCHO leadership, and structure team activities to achieve planned goals.
- Develop innovative ideas for membership recruitment and ongoing membership engagement, in concert with other NACCHO staff, and manage implementation by the team.
- Develop and collect member activity reports where possible to communicate and reinforce the value of NACCHO membership for individual local health departments.
- Research, recommend, and implement new membership benefits and affinity programs and market those benefits and affinity programs to members and prospective members.
- Develop and grow the Affiliate Business Partner program by leveraging membership and conferences opportunities for new and existing for-profit organizations.
- Coordinate regular active and inactive member research with other NACCHO staff to measure member perceptions and needs.
- Assist in the analysis of member research and participation data and identifying trends to inform staff and NACCHO volunteer leadership.
- Develop and implement internal processes and procedures that ensure effective and efficient service to local health departments.
- Ensure membership information on NACCHO's website is accurate and up-to-date.
- Oversee NACCHO's virtual communities program.
- Oversee membership billing processes and ensuring the timeliness and accuracy of all membership invoicing and of membership payments.
- Ensure membership database records are kept up-to-date.
- Oversee NACCHO's award programs, including the Model Practices program.
- Manage the annual Workgroup applications process and ensure all Workgroups are appropriately supported.
- Oversee management of the Membership Advisory Committee, Past Presidents Council, Student Chapters program, and SACCHOs.

- Coordinate activities and staffing related to the NACCHO booth at conferences and other meetings.

EDUCATION/EXPERIENCE/SKILLS:
Bachelor's degree in relevant professional field with a minimum of 8-10 years relevant work experience; or equivalent combination of education and experience, including a relevant certification. Master's degree and certification in a relevant field preferred
- Minimum of four years conference planning experience required, but will consider candidates with a combination of experience and training that provides requisite skills.
- Certified Meeting Planner (CMP) designation preferred.
- Strong understanding of meeting management processes.
- Strong understanding of contract negotiation processes.
- Knowledge of conference marketing techniques.
- Preferred: Knowledge of public health issues at the local, state, and/or federal level.
- Preferred: Knowledge of public health preparedness issues.
- Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or government regulations.
- Ability to write reports, business correspondence and procedure manuals.
- Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
- Ability to apply concepts such as fractions, percentages, ratios and proportion to practical situations.

- Spreadsheet and Word Processing software experience required.
