World Vision (WV) was awarded a multi-million EUR grant from the European Union (EU) to lead a consortium of partners to implement their Accelerating Health Agriculture and Nutrition (AHAN) project under pillar 3 of the EU Partnership for Improved Nutrition in Lao PDR. Consortium partners include World Vision Australia (lead) with four implementing partners: World Vision Laos, Agronomes et Vétérinaires Sans Frontière (AVSF), Green Community Development Association (GCDA) and the Burnet Institute. The EU funded AHAN project covers 12 districts in the Provinces of Savannkhet, Saravan and Attapeu and has 5 key Objectives. In addition to the EU Grant, WV has secured additional ANCP funding from the Australian Government which will build on the AHAN program in Saravan Province, increasing the scope of villages and activities including a focus on Early Child Development and disability inclusion.

The AHAN Saravan Project has the Overall Objective of creating supportive conditions for enhanced household (HH) nutrition through the following Outcomes: 1) Improved dietary and care practices among women of reproductive age (15-49 years) and children under 5; 2) Reduced incidence of selected water, sanitation and hygiene (WASH) related diseases/illnesses linked to undernutrition; and 3) Improved gender equitable relations at the household level, particularly in decision-making and distribution of workload. The project will be implemented across four districts in Saravan province.

The AHAN M&E Coordinator will be responsible for quality data collection and reporting of the AHAN Saravn Project. The M&E Coordinator will report directly to the Saravan Operation Manager and will work closely with the AHAN M&E Manager to support accurate and timely data collection, reporting and ongoing monitoring for the larger AHAN Program intervention coverage and additional EU indicators. S/he will be responsible for documentation of AHAN activities to capture action learning to inform AHAN stakeholder’s efforts to enhance households’ nutrition. Responsibilities of this position will include:

  • Ensure data collection and reporting for AHAN Saravan project for the different stakeholders (donors, WV internal system, Government for the MoU)
  • Formulate and implement the AHAN project M&E system to ensure the quality of the implementation of the activities in the project areas.
  • Assist M&E Manager to develop AHAN project M&E framework and tools, based on AHAN project description, baseline, indicators and targets.
  • Provide capacity building and coaching to project staff on M&E requirements and standards to help them to collect quality data for both AHAN projects (EU and ANCP)
Areas of Responsibility: 
  • Support development and ongoing updating of AHAN M&E framework and tools to feed into the WV M&E system
  • Support the baseline/evaluation/reporting process of the project
  • Build technical and management capacity in the AHAN project staff, in particular organize them to collect project data and feedback into the project AHAN M&E system
  • Support the coordination of the AHAN project monitoring/evaluations and ensure that donor/government reporting requirements are met
  • Support development of annual reporting outputs for donor reports, public communication and internal use (dashboard, story maps, etc).
  • Support development and keep updated the AHAN project database linked to project outcome indicators
  • Establish a mechanism for knowledge sharing between district offices, and WV Australia.
  • Undertake regular field trips to target districts, conduct exercises providing support to ensure proper collection of the data and reporting system.
  • Assist M&E Manager and Saravan Operation Manager in other tasks that contribute to the development of the M&E and reports for the AHAN project

Location

  • The M&E Coordinator will be based in Saravan with frequent field travel to target districts.

Monitoring, Evaluation, Reporting and Communication

  • Establish and maintain effective project reporting, monitoring, evaluation, and communication systems. Submit timely accurate and professional reports that meet donor and WV requirements
  • Develop annual reporting outputs for public communication and internal use (dashboard, story maps, etc).
  • Ensure AHAN project database is updated and linked to project outcome indicators

Learning Evidence

  • Consistently look for more effective and efficient implementation methods and opportunities to increase impact. Facilitate learning of best practice by ensuring a continuous learning process is developed and in place with key staff and partners/sub-grantees.
  • Establish a mechanism for knowledge sharing between district offices, and SO.

Collaboration and Coordination

  • Manage proactive and responsive relationship with Project Partners, Government stakeholders, and other partners in the field, under the direction of the Saravan Operation Manager
  • Support WV to take a lead role in advocacy opportunities for Nutrition in Laos through the provision quality data and evidence of impact
Educational Background: 
Bachelor or equivalent degree of epidemiology, public health, social sciences, economics or a relevant discipline.
Skills/Experience: 
  • Degree or training in monitoring & evaluation, or program/project planning.
  • Degree or training in monitoring & evaluation, or program/project planning.
  • Good presentation, facilitation and coordination skills
  • At least a University degree and 3 years’ experience in monitoring and evaluation of community development programs
  • At least 3 years’ experience in program/project planning and/or design, monitoring, and evaluation
  • Demonstrated competency in implementing assessments/evaluations, including:
  • designing assessment/evaluation methodology, data collection and analysis tools
  • managing data collection in the field analyzing data
  • Excellent computer skills (Excel) data base and data analysis software with demonstrated experience working with data analytical software (Epi Info, SPSS, KOBO)
  • Demonstrated experience in monitoring and evaluation of development work, including program logic, indicators, log frames, theory of change, and community empowerment
  • Ability to work strategically, and to function efficiently and effectively with little day-to-day supervision,
  • Good analytical/problem solving skills and an eye for detail
  • Excellent management and administrative skills, including use of Microsoft office
  • Ability to provide technical guidance, to train and mentor operations staff, and to work collaboratively and respectfully with others
  • Good oral and written communication skills in English and Lao and good report writing skills
  • Willingness to travel to the districts and villages on a frequent basis

Work Environment

  • This position will be based in Saravan District, Saravan and require frequent travel to TaOi, Toomlarn and LaoNgm Districts
