The Vice President of Human Resources is the organizational leader who is responsible for developing, implementing and maintaining all aspects of the agency’s human resources management plan. Our continued growth in size and complexity requires that this VP lead the agency in all aspects of human resource and personnel management, talent acquisition, compensation packaging, staff development and performance management for organization of over $75 million and staffing of nearly 1,200.

Areas of Responsibility: 

Position Responsibilities:

  • Develop comprehensive human resources strategic and annual plan for growing organization. 
  • Develop and administer all Human Resource policies and procedures, Employee Handbook administration and lead all organizational communications relative to these organizational policies.
  • Responsible for developing, amending and directing organizational philosophy to insure proper talent acquisition for CMCS.
  • Responsible for all policies and annual planning relative to current budget year staffing plans.
  • Directs the services and processes for all staffing needs (recruitment, selection and placement, transfer, promotion and termination) of all Agency employees.
  • Responsible for all policies and annual planning relative to the budget year staffing plans.
  • Responsible for determining any system changes relative to insuring placement of staff.
  • Responsible for developing and maintaining compensation plans for all levels of staffing.
  • Maintains adequate survey information pertaining to salary payment levels and compensation practices of industry and recommends changes to the COO and CFO.
  • Administers and stewards all activities relative to insuring competitive group benefit plans.
  • Responsible for developing and implementing any processes relative to employee wellness programs.
  • Manage organizational process of performance management.
  • Develop and implement all training curricula relative to supervision, performance management, acquisition and benefits management.
  • Represents the agency in union negotiations and participates in grievance hearings as needed. 
  • Responsible for all management grievances, labor relations, and for working directly with the Senior VP of Financial and Corporate Compliance on all issues related to the organization’s Code of Conduct and Compliance policies.
  • Directly responsible for insuring that the organization is current with all federal and state Human Resources laws and regulations.
  • Establishes and maintains adequate records and statistical data necessary to administer all organizational human resource programs.
  • Prepares budget estimates concerning the cost of alternative adjustments to the organization’s salary program.
  • Directly responsible for reporting to the organization’s Senior team through a series of Monthly/weekly reports that capture status and trends of HR staffing.
  • All responsibilities and requirements subject to change or addition to meet the needs of the organization.

Educational Background: 
MBA
MPA
Skills/Experience: 

Essential skills, experience, licensure, certification:

  • MBA/MPA/MSW preferred.
  • The ability to plan and prioritize effectively, manages multiple projects, and meets demands and deadlines.
  • Proficiency in various personnel management software, Microsoft Office, etc.
  • 10 plus years of progressively responsible HR management experience and demonstrated experience in managing personnel functions in a medium to large sized organization.
