The Humanitarian Surge Team (HST) scheme ensuring that high quality personnel are deployed at speed and scale when and where emergency strikes. A Senior Health Adviser is a part of HST scheme, will generally be deployed to the field as the lead health adviser in a medium or large-scale complex emergency. The Senior Health Adviser will be expected, with limited support, to lead on multi-sectoral / health assessments, program design and master budgeting, coordination, and support fundraising, recruitment and procurement in large complex emergencies. The Senior Health Adviser will also be expected to play a leadership role within a response team, through 360 degree support to colleagues and work to ensure that broader sector coordination mechanisms are functioning effectively.
The post holder will receive a context specific Terms of Reference for each deployment, which will draw upon the responsibilities outlined below:
Program Support (typically will be for large/complex emergencies working with limited support):
- Lead on multi-sectoral / health assessments in coordination with other SC thematic areas and/or other external health agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
- Lead on developing health response plans and master budgets and contribute to Save the Children’s overall response strategy.
- Lead on fundraising for health, including development of high quality concept notes and proposals, and engagement with donors’ health advisers.
- Prepare and oversee program implementation to ensure timely delivery of program activities.
- Prepare timely program and donor reports on project activities in compliance with internal SC requirements and any relevant external donor
- Working closely with the HR team, lead on identifying health-staffing needs (both national and international) for emergency programs, and ensure rapid recruitment, induction and training of new staff.
- Identify program supplies needs and coordinate with the logistics team to put in place a procurement plan and medical supply chain management system.
- Working closely with the Monitoring & Evaluation team put in place a health M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the
- Working closely with the Accountability lead put in place sector accountability mechanisms, ensuring that feedback is addressed and utilized.
- To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct
- To ensure integration (where appropriate) with other sectors, especially looking to strengthen the links between health programs and nutrition, WASH and shelter whilst mainstreaming HIV. To encourage teams to have an integrated approach to emergency
Capacity Building:
- Develop learning needs assessment and capacity building plans for both SC and partner staff, linking capacity building initiatives to wider opportunities identified via coordination and
- Coach and mentor Health Coordinators, Health Trainees and national level counterparts and link in to wider organizational talent development
Representation & Advocacy & Organizational Learning:
- Help shape broader health strategies through influence of and leadership within the Health Cluster, ensuring the specific needs of children are being addressed. This may involve taking on a co- chairing/facilitation role where needs
- Take the initiative in documenting lessons learnt, best practice and case studies to shape in-country strategies and program approaches, and contribute to broader humanitarian health
- Pro-actively identify advocacy opportunities, case studies and research opportunities, which link with wider organizational strategic objectives, and turn these into
- Play a leadership role in shaping communications and media priorities in line with humanitarian health priorities, acting as a spokesperson when needed
General:
- Demonstrate leadership in relation to Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
- Minimum of 5 - 7 years' experience managing health programs in international fragile and complex emergency contexts;
- Prior experience working within a senior management role within a complex country program in an emergency response or fragile state;
- Previous experience working in large-scale first phase emergency response;
- Previous experience of managing a large team of international and national staff across multiple locations;
- Commitment to, thorough understanding of, and ability to train staff in participation and accountability approaches;
- Demonstrated ability to set up monitoring & evaluation systems, and learning development processes in large complex responses;
- Experience of developing and negotiating successful partnerships with institutional donors, in particular, experience working with OFDA, ECHO, and DEC;
- Excellent communication skills and ability to write clear and well-argued assessment and project reports, as well as proposals;
- Politically and culturally sensitive with qualities of patience, tact and diplomacy;
- High level of written and spoken English;
- Capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working environments;
- Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support; and,
- Able and willing to travel 65-70% of the time on short notice for up to three month periods, often to hardship posts around the globe.
Preferred Qualifications:
- Health professional with Masters in public health or equivalent field experience; and,
- Fluency in French, Arabic or Spanish.
