As part of our humanitarian ambition and 2030 global strategy, Save the Children is developing and implementing a new Surge Capacity Model to further improve the efficient deployment of high quality surge staff to support the delivery of our Humanitarian Responses directly and in collaboration with SCI partners.  The model will be a stimulus for other areas of the organisation, demonstrating more collaborative and cost effective ways of working to drive resources closer to children and honour our commitments to sector wide developments including the Grand Bargain and Core Humanitarian Standard.  

People surge is a vital component of our humanitarian responses, providing a much-needed expertise and capacity which can be called upon when it is needed most, helping to ensure high quality and timely humanitarian responses and ultimately saving the lives of children and their families.  The postholder will provide dedicated surge support for all categories of humanitarian response efforts, interim cover for critical roles and capacity building to country and regional office staff and SCI partners within humanitarian contexts around the globe.  When not on deployment the postholder will undertake work at the base location agreed with their subject matter line manager and deployment manager and contribute to the further development of the surge capacity model.

The Senior Coordinator will be providing support and assistance for the provision of Proposals and Awards Coordination within the Global Humanitarian Surge Platform. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. This role will support the Emergency Proposals and Award Manager and/or Country Award Manager in the relevant geographic area in emergency response programme and Fragile States and/or development programmes.  

Areas of Responsibility: 

The Proposals and Awards Senior Coordinator will be deployed 75-80% of the time on short notice for up to three month periods, often working in hardship and conflict areas.                    

KEY AREAS OF ACCOUNTABILITY:

Program Development

  • Support and provide assistance to the development and submission of high quality and compliant concept notes and proposals that are aligned with SC’s response strategy and donor priorities. This will include;
    • Coordinate on the development and coordination of high quality concept notes and proposals, ensuring coordination between logistics and operations teams.
    • Working closely with country office (CO) and technical teams to coordinate proposal timelines and roles and responsibilities
    • Support in detailed review of narrative, budget, logframe and annexes for technical and operational soundness and compliance with donor and agency requirements
    • Support in compilation of feedback to COs; incorporate reviewer feedback into concept notes and proposal documents, ensure alignment to response strategy and other active awards/ proposals
    • Securing all needed approvals prior to submission
  • Support on in-country knowledge management systems around resource development (ensuring documents are posted on AMS as applicable, maintaining proposal libraries, documenting lessons learned, etc.)
  • Complete administrative functions related to agreement review, processing and grant activation
  • Adapt to new processes and systems as they are developed

Award Management

  • Support the effective dissemination of award information so that all key contributing staff have a clear understanding of Save the Children processes and donor requirements and expectations at the proposal, amendment, reporting and audit stages of grants.   
  • Support the Emergency Award Manager and/or Country Award Manager to improve coordination between Finance, Procurement, Logistics, Distribution, M&E that will ensure accountable reporting to donors on all humanitarian inputs (items delivered to beneficiaries.  
  • Work with Save the Children member staff to ensure timely award management 
  • Support and coordinate the submission of quality proposals in accordance with donor formats. 
  • Coordinates preparation and timely submission of all narrative and financial reports for donors in full compliance with prescribed SCI and donor requirements (formats, processes and policies).  
  • Support the Response Team to ensure effective donor contract management. 
  • Maintain the Funding Tracker for the response 
  • Provide effective and prompt communication and liaison with members on their awards.
  • Carry out inductions and staff trainings for award management procedures, donor requirements etc. 
  • Support program staff to comply with Save the Children partnership policies and procedures  
Educational Background: 
High School Diploma or higher
Skills/Experience: 
  • 2-3 years of humanitarian response experience, preferably in proposals and awards  
  • Fluency in English, both verbal and written
  • Commitment to Save the Children values
  • Willingness and availability to travel up to 80% of the time, often to hardship posts

Preferred Competencies:

  • Fluency in French or other language
  • Previous early phase emergency response experience is essential
  • Experience of applying relevant interagency humanitarian frameworks and standards in education in emergencies (for example INEE Minimum Standards)
  • Good knowledge of cross sectoral linkages with education and willingness to engage with other sectors (child protection, health and nutrition, livelihoods, etc.)
  • Solid budgeting skills and experience of preparing successful funding proposals for donors
  • Ability to coordinate with other Save the Children Member offices to maintain technical oversight of the portfolio
  • Liaise with Program Development and Quality team to identify funding opportunities
  • Work with the Monitoring, Evaluation, Accountability and Learning team, develop and implement a sector Monitoring & Evaluation plan, ensuring this links to reporting requirements
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
