Education in Emergencies Specialist, Humanitarian Surge Team

The EiE Specialist HST will generally be deployed to the field as the lead technical specialist in a small or medium-sized emergency or the 2nd phase of large emergency.  Alternatively they may be deployed as a field level technical coordinator, such as Cluster co-lead, in a complex, large-scale emergency.  On occasion they may also be asked to gap fill a senior technical advisory role in a chronic humanitarian country program.  The EiE Specialist will be expected to lead on sectoral assessment, program design and master-budgeting, coordination (including the Cluster), and support fundraising, recruitment and procurement liaising and linking with other sectors as appropriate.  In most circumstances, the post-holder will be expected to mentor and/or capacity build existing country program staff.  Additionally, the EiE HST will support more general technical work at the global level as needed between deployments.

  • Respond to medium and large-scale emergencies as education manager, education advisor, or coordinator depending on need.  Fulfill requirements of that position, including but not limited to assessments, supporting or leading on strategy development depending on level of emergency, program implementation, proposal development, and recruitment and management of staff. (60%)
  • Education Cluster Coordinator responsibilities at national or sub-national levels (20%)
  • Support to proposal development and/or technical work between deployments (20%)  
Areas of Responsibility: 

The EiE Specialist will be deployed up to 80% of the time to support EIE in humanitarian responses. The individual may be deployed to act as EIE Program Manager or Coordinator or to conduct capacity building within an SCI office, and may also be deployed as Cluster Coordinator working closely with UNICEF. In some cases, the individual may be seconded to UNHCR as an Education Advisor. Roles will vary according to needs and may include the following:

Strategic Program Development:

  • Lead Education assessments in coordination with other sectors and agencies, ensuring all assessments include a specific analysis of children’s learning needs and access to quality education
  • Work closely with country team (including response staff) to review, revise, and oversee the Education sector response plans and master budgets
  • Provide technical support and supervision of Education response programming consistent with the best interests of the child, donor requirements, INEE Minimum Standards, CHS, and the Red Cross Code of Conduct
  • Work closely with the country team to support fundraising for the Education sector response, including development of high quality concept notes and proposals, and engagement with donors
  • Prepare/finalize timely program and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements
  • Work closely with the Human Resource team, identify Education staffing needs (both national and international) for education programs, and ensure rapid recruitment, induction, and training of new staff
  • Work with the Monitoring, Evaluation, Accountability and Learning team, develop and implement a sector Monitoring & Evaluation plan, ensuring this links to reporting requirements
  • Put in place accountability activities for Education program, including mechanisms to ensure that feedback from all relevant stakeholders is considered in program design and monitoring
  • Provide technical support to Program Managers in each field location

Capacity Building:

  • Identify and support access to mentoring, learning opportunities for SC staff, partners, and volunteers
  • Oversee development of technical training material that will improve the quality of EiE responses
  • Conduct trainings and trainings of trainers as necessary

Representation & Advocacy & Organizational Learning:

  • Represent SCI with key education stakeholders, including NGOs, UN and Govt partners, the Education Cluster
  • Ensure robust knowledge management and documentation of lessons learned that could be used for wider global dissemination (internal and external)
  • Assist in advocacy activities that target decision-makers at all levels in collaboration with senior program staff
  • Identify opportunities and material to contribute to media and communications work; act as a spokesperson when required 
Educational Background: 
Bachelors of Arts in education or related field
Skills/Experience: 
  • 3-5 years of management-level experience in humanitarian education in fragile or complex contexts
  • Fluency in English, both verbal and written
  • Previous early phase emergency response experience is essential
  • Experience of applying relevant interagency humanitarian frameworks and standards in education in emergencies (for example INEE Minimum Standards)
  • Good knowledge of cross sectoral linkages with education and willingness to engage with other sectors (child protection, health and nutrition, livelihoods, etc.)
  • Solid budgeting skills and experience of preparing successful funding proposals for donors
  • Ability to coordinate with other Save the Children Member offices to maintain technical oversight of the portfolio
  • Liaise with Program Development and Quality team to identify funding opportunities
  • Work with the Monitoring, Evaluation, Accountability and Learning team, develop and implement a sector Monitoring & Evaluation plan, ensuring this links to reporting requirements
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
