Consultant, Capture Planning for Mali

Save the Children is recruiting a Capture Consultant for 3 weeks to conduct capture planning efforts for future Save the Children programming in Mali. The consultant will provide a written summary of all meetings (template to be provided); a description of the current landscape, lessons learned, competitive advantage and other information gathered based on the activities described above (in SC’s capture tool spreadsheet, where applicable); and recommendations for SC to consider to guide competitive strategy and program design. 

Areas of Responsibility: 
  • Review key documents related to the donor as well as similar/relevant RFAs including, but not limited to:
    • Recent and relevant solicitations and proposal submissions
    • USAID/Mali Country Development Cooperation Strategy
    • Other relevant documents related to the Government of Mali’s strategies and programs, complementary USAID-funded and other donor programs, and USAID’s youth and gender policies.
  • Review of relevant projects and sector evaluations
  • Participate in strategy meetings/phone calls with SCUS, SCI staff and partners as needed
  • Travel to Mali (Bamako and possibly 1-2 other implementation districts) to work with SC staff, partners, and other stakeholders to:
    • Gather and document program details of other SC programs in Mali that will provide the foundation for SC Mali’s capacity to implement future programming;
    • Summarize current programmatic landscape, focusing on the primary interventions and associated implementation partners;
    • Identify how a SC program would link current program activities with lessons-learned in-country and also with best practices globally;
    • Lead discussions on innovative approaches and best practices, and gather and share relevant background data.
    • Identify and document SC’s added-value and competitive advantage as well as recommendations to address gaps.
Skills/Experience: 
  • Familiarity with Global Health programming
  • Experience in preparing high-quality proposals
  • Mali, West/Central Africa experience preferred
  • Ability to read technical documents and conduct technical discussions in French
