Ensure coordination in the direct management of food and financial resources, including the reception, storage, dispatch, distribution, monitoring, documentation, accounting and reporting of products / cash in compliance with the standards established by World Vision and donors in food assistance, while ensuring effective coordination between departments. Actively involve and represent World Vision in discussions and meetings on food and financial assistance.

Areas of Responsibility: 

Management of Food and Financial Resources

  • Ensure that the food distribution plan and funding requests are submitted to WFP in a timely manner
  • Ensure that relevant records of FFV / VCA activities and food distribution are complete, stored and stored safely for future use.
  • Develop and implement a comprehensive plan of food assistance operations.
  • Set up a product management system (Food & Cash) for all sites.
  • Provide direct supervision of the management of the Food & Liquidity Assistance program.
  • Monitor food shipments, arrange ground transportation and ensure that losses are reported as appropriate
  • Review availability / inventory requirements and confirm regular inventory movements.
  • Ensure effective management of CFA activities in the field and strengthen distribution and on-site and post-distribution systems.

Implementation of the Program

  • Provide management with timely program information.
  • Ensure that communities and local authorities, including the government technical service, have been well aware of the goals and objectives of the project before and during implementation.
  • Lead the project team in targeting, validation and beneficiary registration by ensuring that local authorities and community leaders at different levels are sensitized and involved in the targeting process.
  • Manage the food distribution and liquidity team and supervise the end-use controllers to verify that the distribution has taken place in accordance with the intentions of the donor, WV and the partner, noting and reporting possible anomalies and abuses.
  • Participate in senior management activities, including meetings, training events and more.

Project Design

  • Participate in relevant Food Security assessments and surveys with relevant groups and sectors within WV.
  • Actively participate in the preparation of project proposals and concept notes for food assistance projects. Ensure the participation of other sectors such as DAME, finance, property and casualty insurance, RAM for improved quality.
  • Work with the field team, finance and other sectors to prepare food assistance budgets according to donor model or WV standards.
  • Work with the manager to ensure that budgets and proposals meet established standards, be the primary person to engage with the manager in all processes leading to the signing of FLA agreements or other donors.
  • Lead evaluations, development and negotiation of food assistance programs.

Elaboration of Reports and Representation

  • Represent World Vision in local and national food assistance forums, such as the Food Security Working Group and the Cash Transfer Task Force.
  • Produce the required management and progress reports.
  • Prepare reports for donors, international office and support offices.
  • Report any incidents that may affect program achievements.
  • Ensure that claims reports are submitted on time and that all security incidents are reported to the Program Authority.
  • Ensure timely submission of monthly, quarterly and end-of-project reports to donors and WV.
  • Ensure the production and timely verification of reports.
Educational Background: 
University degree in social sciences or a related field.
Skills/Experience: 
  • Strong problem solving, logistics and analytical skills.
  • Excellent communication skills in English.
  • Ability to travel frequently, work in difficult situations and manage a broad portfolio of projects and activities.
  • Good understanding of the World Vision and Sphere Relief support standards.
  • Knowledge and adherence to the Code of Conduct of the Red Cross and NGOs.
  • Ability to work and contribute to teamwork.
  • Ability to maintain expected performance in a variety of cultural contexts, psychologically stressful environments and difficult living conditions with limited resources.
  • Commitment to the core values ​​and mission statement of World Vision.
  • 3 to 5 years of experience in food aid at all levels, including practical distribution, supervision, program development, negotiation with donors, and supervision by management.
  • Direct experience and in-depth practical knowledge of the food aid legislation and regulations of major donors.
  • Demonstrated experience in planning, conceptualizing and advocating for food assistance.
