FHI 360 is currently seeking qualified candidates for the position of Financial Manager/Financial Management Expert (FM/FME) for an anticipated economic development project in Tunisia.
Economic development in Tunisia has been characterized by significant regional imbalances, with fast-growing coastal regions juxtaposed with lagging backcountry regions. Despite high amounts of precipitation and strong agro-climatic potential, the North-West and Central-West of Tunisia remain underdeveloped, frequently because of regulations that hinder sustainable access to existing natural resources. This situation, combined with a lack of services and infrastructure, the remoteness of the regions, and limited access to markets, is the main long-standing obstacle to private investment and entrepreneurship, thus hindering the sustainable growth of these regions. The aim of the upcoming economic development project is to improve landscape management and increase access to economic opportunities for targeted communities in the North West and Central West regions of Tunisia.
In addition to typical donor-funded project financial management duties and responsibilities, the FM/FME will also act as a Financial Management Consultant to Ministry of Agriculture, Hydraulic Resources, and Fisheries personnel administering economic development funds.
- CPA or holder of a CCA Master (Accounting, Control and Audit) preferred
- Minimum of five years of experience in financial management, accounting, audit, and finance in a private or public structure, including at least two years of financial management responsibility in development projects or programs financed by bi-lateral or multi-lateral international donors
- Experience consulting with or building financial management capabilities with government agencies and/or NGOs
- In-depth knowledge of the financial and accounting management procedures of international donor projects (procurement guidelines, financial management and disbursement, reporting, etc.)
- In-depth knowledge of Cost Accounting Standards (CAS) and Generally Accepted Accounting Principles (GAAP)
- Knowledge of and skills in managing tax matters
- Thorough knowledge of and experience with financial and accounting and office management software (Word, Excel, Power Point)
- Ability to work as a member of a team
- Solid interpersonal skills and ease of oral and written communication
- Ability to take initiative and apply rigorous analyses in handling cases
- Advanced proficiency in French, Arabic; practical knowledge of English
