FHI 360 is implementing the Department of State Collaborative Action for Handicraft Exports (ACEA) project in Tunisia. The project is in partnership with the Ministry of Tourism, Ministry of Commerce, and the National Office of Handicrafts. The goal of this project is to foster a more competitive handicraft value chain in Tunisia, leading to long-term sustainable economic growth, increased exports, and increased employment. The primary focus will be on essential oils and related artisanal products with high export potential.

Supervised by the Project Manager, the Program Officer will contribute to successful implementation of ACEA. The Program Officer will support the Project Manager by fulfilling the following main responsibilities: 1) Support program implementation efforts with (primarily women-owned) cooperatives by providing technical support, liaising with stakeholders, developing upgrading plans, and helping to improve strategies to increase exports; 2) taking a lead role in project communications with stakeholders and the general public, and 3) Support the team by providing event management, logistics, and bookkeeping services, and assist with generation of required weekly and monthly reports.

Areas of Responsibility: 

The Program Officer will support the Project Manager by fulfilling the following responsibilities:

  • Supports program/project teams administratively and technically to provide high quality deliverables to clients
  • Provides technical assistance and support to programs, including liaising with stakeholder, developing/upgrading plans, and helping find strategies to increase exports
  • Develop joint ventures with partners or other stakeholders
  • Provides administrative and project support, in addition to communication efforts related to program management and execution
  • Under supervision from the Finance and Administration Manager:
    • Ensures compliance with internal and external regulations
    • Monitors budget for programs and develops monitoring system for reviewing project status
  • Ensures completion of program while adhering to budget, scope, and schedule requirements
  • Provides support to program management such as troubleshooting, updates work plans, coordinates travel arrangements and monitors program activities 
  • Tracks performance against Financial Cost Objective (FCO) ID, project timelines, budget, objectives, and deliverables
  • Works with Project Manager to develop budgets, project materials, and information
  • Collects, compiles and analyzes information relevant to the program
  • May provide administrative support to programs as needed by writing, reviewing, and translating reports on a quarterly basis
  • Serves as the liaison for internal units, such as finance, contracts, centers, etc. 
Educational Background: 
Bachelor’s Degree required and Graduate degree preferred in economics, business, chemical engineering, food science, marketing or a related field
Skills/Experience: 
  • Must have 2-5 years of technical and/or practical experience supporting development projects in economic development, or similar field
  • Technical proficiency and experience in handicraft and/or essential oils and capacity building, especially in-service training, planning and development of training activities, joint ventures with partners, and tracking and management of the interventions
  • Excellent writing and verbal communication skills. Fluent in English, Arabic and French.
  • Positive, pro-active personality with good interpersonal and networking skills
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization preferred
  • Experience with international programs preferred
  • Familiarity with US Government rules and regulations is highly desirable
  • Articulate, professional and able to communicate in a clear, positive fashion with clients and staff
  • Ability to coordinate multiple simultaneous processes, set realistic priorities, and develop/adhere to plans for successful implementation of activities; and
  • Experience using Microsoft Office Suite.
