Position Summary:
M&E Specialist will lead overall project M&E activities including the coordination of external impact evaluation, delivering a project Comprehensive Monitoring and Evaluation Plan (CMEP)
Requirements:
- Minimum of three years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.
- Bachelors or Master’s degree in statistics, public policy, international development, economics, or related field. Master’s degree or Bachelor plus an advanced certificate in M&E, statistics, or economics preferred.
- Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
- Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and/ performance monitoring plans.
- Experience developing and refining data collection tools.
- Experience and ability in managing and providing oversight of complex baseline and follow-up project surveys, including writing terms of reference, reviewing and commenting on sampling and technical survey design documents, developing questionnaires, reviewing training manuals and survey field protocols, overseeing training and management of enumerators, providing oversight to survey field work, and providing oversight on data quality checks and preparation of data sets.
- Experience with monitoring and evaluation issues and approaches related to child labor.
- Ability to facilitate and serve as project liaison for externally-managed evaluations.
- Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft PowerPoint).
- Familiarity with database and statistical applications such as SPSS, SAS or STATA.
- Fluency in English and Spanish.
Specific responsibilities include but are not limited to:
- Manage a rigorous approach to monitoring and evaluation;
- Implement a CMEP in coordination with the donor, including selection and tracking of specific indicators, developing strategies for data collection and regular reporting on approved indicators;
- Oversee implementation of a prevalence follow-up survey, including review of tools and survey methodology; training of enumerators and review of data quality and analysis;
- Collaborate and liaise with the external evaluation contractor to design and carry out end-term evaluation;
- Handle the day-to-day tracking, and reporting of activities under the award;
- Design data collection instruments, schedules, analysis methods, and applied technologies;
- Monitor the results of the program’s activities and contribute to periodic evaluations/assessments; contribute to dissemination of results to internal and external audiences;
- Contribute to research design and methodology for project-related research (separate from follow-up survey);
- Contribute extensively to program reporting considering donor specifications
- Monitor the technical implementation conducted by project´s partners.
