This position is responsible for the general and day-to-day operations of a Head Start/Early Head Start center or cluster of outlying centers.  Duties include supervision of multiple classrooms, assuring regulatory and legal compliance with federal, state and local regulations, communicating with parents and the community and supervision and monitoring of all staff working at the assigned center(s). The position may be reassigned to various centers as deemed necessary for program operations.

Responsibilities and Impact

  • Develops and monitors center and staff schedules;
  • Arranges for family, staff work days for center improvements, fairs and events;
  • responsible for monthly safety checks, annual safety inspections and completion of licensing requirements in a timely manner;
  • Serves as immediate contact for site staff of any child or staff incidents;
  • Along with Family Service Coordinators, plans and implements monthly center parent meetings;
  • Takes the lead and arranges and attends Family Nights, Parent Committee meetings and works with the staff and parents to plan and carry them out.
  • Work with all center staff to ensure quality teaching and learning environments.
  • Attend case coordination meetings with other staff in order to fully integrate services.
  • Participate in regular staff meetings to ensure integrated planning and implementation of services.
  • Maintains filing, tracking and documentation systems;
  • Monitors staff attendance, collects and verifies staff timesheets;
  • Monitors employee on-site file requirements and keeps them secure;
  • Assists with the fiscal management of the center;
  • Assists in the identification, purchase and annual inventory of center supplies and equipment.
  • Cost allocation related to proportions of HS and EHS classrooms in center.
  • Monitors Child Plus for timely and accurate data input of children’s and families’ information.
  • With content area managers/specialists/coordinators plans and implements pre-service and ongoing in-service for cooks, teachers, assistant teacher and program aides; conducts regular staff meetings;
  • arranges staff training; sets the job standards, goals, monitors and provides ongoing feedback for performance improvement and submits performance appraisals in a timely manner.
  • Organize and implement center staff meetings.
  • Perform other related duties as assigned.
Educational Background: 
Minimum of an Associate’s degree or higher in early childhood education, child development or related field or human service degree with experience working with children.
Skills/Experience: 
  • Two years’ work experience in a position that directly relates to the implementation and monitoring of program operations.
  • One-year supervisory experience preferred. Some experience in financial management and budgeting preferred.
  • Previous Head Start/Early Head Start experience preferred.
  • Knowledge of program planning and practices in infant/toddler and preschool center-based programs thorough knowledge of Head Start Performance Standards and best practices related to early childhood education.
  • Knowledge of general business practices including supervision, accounts payable, inventory control and risk management.
  • Ability to establish and maintain effective working relationships with agency staff, children and parents, and outside agencies.
  • Ability to oversee and operate the day-to-day program in compliance with all local, state and federal regulations.
  • Ability to communicate effectively with staff and families
  • Good time management, organizational and problem solving skills
  • Experience in supervision and training and experience with developing consistent, stable and supportive relationships with very young children; 
  • Extensive knowledge of early childhood education and child safeguarding and methods for communicating effectively with infants and toddlers or preschoolers, as well as parents and other staff
  • Must have extensive knowledge of Head Start Program Performance Standards, developmentally appropriate early childhood education practices in infant/toddler and preschool programs.
  • Experience with program planning and supervisory techniques and practices. 
  • Ability to establish and maintain effective working relationships with agency staff, children, families, and outside agencies.
  • Effective communication, problem solving, organizational, and time management skills.
  • Ability to perform medium to heavy physical work exerting up to 50 pounds of force occasionally, up to 20 pounds frequently and up to 5-10 pounds constantly, performing such activities as sitting, crawling, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping. This also includes some duties that require repetitive action and motion skills, keyboarding and computer use.
