We are currently looking for qualified and experienced project staff for a Gender & Disability inclusive Economic Development Grant funded Project which aims to promote economic empowerment and social change by helping Persons with Disabilities (PWD) and vulnerable women in achieving sustainable livelihood & income generation opportunities. The project will work closely with all implementing partners, National & Provincial Government authorities, Disabled People's Organizations (DPO), Producer groups and savings clubs. Funded by the Australian NGO Corporation Programme (ANCP) working in collaboration with World Vision Australia, World Vision Lanka, CBM Australia and Promundo the project will cover Northern & Eastern Provinces of Sri Lanka.

Areas of Responsibility: 

The position will provide technical support on “Marketing” to facilitate the delivery of the project goal of achieving sustainable livelihood & income generation opportunities for the vulnerable groups in the assigned communities in achieving the overall project objective of economic empowerment of Women & Persons with Disability (PWD) in the given areas of project operations in the Eastern Province of Sri Lanka. In addition he/she will:

  • Identify existing and potential value chains that Persons With Disability(PWD) and women can engage with in achieving sustainable livelihood & income generation opportunities
  • Facilitate the formation of well-functioning producer groups & build & strengthen village /District/Divisional level marketing facilities & enterprise forums in the assigned communities
  • Develop and monitor project activities and outcomes, ensuring delivery of quality programmes relevant for inclusive livelihood opportunities, through effective capacity building of the relevant stakeholders to support the project mandate
  • Formation / strengthening of producer groups for persons with disability and vulnerable women in the project areas of operation
  • Maintain and enhance good relations with the relevant Government Ministries, NGOs and other stakeholders and with vertical & horizontal actors of local value chains.
  • Provide strategic guidance for Project Assistant to achieve project outcomes and goals as per the project plan and grant agreement & organisational policies & procedures
Educational Background: 
A Bachelor's degree in the Social Sciences, Development Studies, Agriculture, Community Development or any relevant professional qualification
Skills/Experience: 
  • Minimum five years’ experience in facilitating the development of local marketing linkages & networking for producer groups
  • Demonstrated knowledge & experience in livelihood sector, preferably in PWD & gender mainstreaming projects, with exposure in local value chain development context preferred
  • Prior experience in program strategic planning, project design, implementation, monitoring & evaluation with quality report writing skills
  • Excellent interpersonal, representation, advocacy & networking skills with ability to liaise and work effectively with government officials, implementing partners, community representatives and other stakeholders to deliver high impact project outcomes as per the project mandate
  • Good understanding of current socio, economic & political context of the areas of operation
  • High level of written and verbal communications skills in English, Tamil and/or Sinhala
  • Computer literate in MS Office including Word, Excel, Powerpoint, email & internet
  • Ability to travel extensively within the project area of operations in the Eastern Province
  • A team player with good interpersonal skills & cross-cultural sensitivity with ability to work well with multi-disciplinary teams
