Habitat for Humanity International (HFHI) is currently seeking a talented leader for the role of a Consortium Chief of Party (CoP). The Consortium Chief of Party is responsible for the overall administration, coordination and alignment of Implementing Partners (IPs) of the European Union (EU) funded housing program (Homes not Houses: Building sustainable future together) within the selected districts of the Northern and Eastern Provinces of Sri Lanka under the terms and conditions of the grant agreement signed between the Delegation of the European Union for Sri Lanka and the Maldives and Nadacia – Habitat for Humanity International. This position will be based in Colombo, Sri Lanka.

Areas of Responsibility: 

Key Responsibilities:

  • Coordinates with the National Directors of the implementing partners, ensuring the timely achievement of all project deliverables and commitments.
  • Coordinates with the implementing partners the overall project designing, planning, implementation, monitoring, evaluating and reporting project activities in accordance with the donor agreement. Plans and coordinates the activities to achieve the greatest impact possible.
  • Provides strategic leadership support and alignment to the field project staffs, sub grantees and consultants, including yearly work and performance plan preparation, regular reviewing of the project activities and budget monitoring to align the short term and long term priorities in order to have a smooth project implementation.
  • Ensures that proper financial management systems, procedures, compliances and local HR policies are in place in coordination with the respective APO and IP Managers.
  • In conjunction with financial, logistics and program managers, oversees internal and external annual audits and mid-term evaluation, ensuring that any agreed recommendations are implemented and adopted within the project implementation period.
  • S/he will also advise the project team on the terms of the contract and annexes including the EC Practical Guideline to Funding and the Financial Procedures.
  • Works with relevant project staff to identify any implementation-related technical issues/challenges and provides capacity building in these areas, including ‘do no harm’ and conflict sensitive principles, and prioritizes gender sensitivity, DRR and other cross-cutting areas throughout the project implementation.
  • Reviews contract, grant conditions and other legal documents relating to the project to ensure the terms and conditions are compliant with EU procedures.
  • Reviews budget regularly with the Consortium Finance Manager and ensures that the co- applicants and sub grantees are adopting the compliance and financial procedures of the EU.
  • Drafts, compiles, reviews and edits the interim and final project narrative and financial reports in accordance with EU requirements and ensures the timely submission of these reports to the EU.
  • Liaises with internal and external stakeholders and develops a strong relationship with central and local government authorities such as Housing/Resettlement Ministries, Governors, Chief Ministers in the respective Provincial Councils, District Secretariats etc.
  • Represents the project and the organization at the public forum at the national and local level and ensures sharing of information about project achievements, lessons learned and challenges.
  • Coordinates the implementation of the communication strategies from the participating organizations in this project.
  • Performs other duties as assigned by the responsible parties.

 

Other Responsibilities:

  • The Consortium CoP directly reports to the Project Management Committee and has a matrix reporting relationship with the National implementing partners.
  • S/He is responsible for the coordination, alignment and monitoring of IPs of this EU funded project (building of incremental permanent houses, activities under flanking measures, finance and budget oversight and staff and other resources/services within the housing programme).
  • This person is key in coordinating with the National Directors of the implementing partners and will provide guidance in all aspects of this project.
  • S/he will provide programmatic and technical support to the program implementation team.
  • This position also plays a key role in building strong relationship with partners, government officials, donors, similar organizations and other stakeholders.
  • This role further ensures that lessons learned from this project are effectively communicated to a wide range of stakeholders.
Educational Background: 
Advanced degree in a relevant field such as Business Administration, International Development, Community Development, Engineering, Architecture and Social Sciences etc.
