The Habitat for Humanity–Hilti Foundation Project aims to improve the environmental impact, resilience, and quality of home construction in the Philippines. With this, the project targets to construct 10,000 disaster-resilient, low-cost Bamboo Cement Frame Houses for vulnerable informal settler families (ISFs) in Negros Occidental in the next five years. Beyond the construction of the homes, the project intends to:

Provide innovative housing solutions and help in the development of sustainable communities with local government units (LGUs).

Promote the use of sustainable eco-friendly construction technologies to help reduce home construction’s impact on Climate Change.

Its three core implementation concepts are:

  • Green: Promoting the adoption of environmentally friendly construction materials and practices.
  • Disaster-resilient: Reducing poor households’ vulnerability to natural hazards through safer construction and better community design.
  • Sustainable Community: Ensuring that the social, economic, environmental and political factors are present to help the community thrive and become independent and self-reliant.
  •  A coalition of stakeholders, led by Habitat, Hilti and local government units, will implement the project. Partnerships with national government agencies, other NGOs, land developers, vulnerable informal communities and research institutions will support and add value. Hence, the project seeks a dynamic and progressive HR Manager, reporting to the Chief of Party (Cop).
  • Seconded to Habitat for Humanity Philippines, the HR Manager supports the Negros Occidental Impact 2025 Project team by effectively managing the employee life cycle and general administration of HR policies, procedures and practices, ensuring that the project is implemented in accordance to local labor law, HFHI and HFHP standards. 
  • S/he will provide HR support and guidance to the HR and Admin support staff based in the various project sites.
  • Though reporting directly to the Chief of Party of the project, s/he will also cross-functionally report to Area Office (AO) HRLOD Director with respect to seconded staff on HR matters and HFHI policies and procedures and to the National Office (NO) HRLOD Director for NO HR policies and procedures.
Areas of Responsibility: 
  • Ensure that the delivery of end-to- end human resources services (recruitment to separation) are aligned and implemented according to prescribed standards by properly collaborating with the different project supervisors, AO and NO HRLOD Directors.
  • Support the Chief of Party in ensuring that the goals of project are achieved through sound HR management and interventions.
  • Lead and manage recruitment of project team staff in coordination with NO and/or AO.
  • Facilitate onboarding of all new hires.
  • Ensure benefits enrollment and administration in coordination with NO and/or AO.
  • Ensure that performance management system is being carried out consistently. 
  • Lead and support employee development through collaboration with project supervisors. Facilitate learning sessions directly or through other internal SME's or external trainors.
  • Manage employee relations issues and grievance process in consultation with the HRLOD Directors. Pro-actively assess potential issues that may arise and recommend interventions to respective HR LOD Directors when necessary.
  • Identify and implement activities that will enhance mission alignment and enhance employee morale.
Educational Background: 
Bachelor’s degree preferably in Psychology, Human Resource Management, Industrial Psychology or related. Masters Degree preferred.
Skills/Experience: 
  • 5+ years in an HR function preferably at HR management level.
  • Experience working in an international organization, preferably in an NGO.
  • Cross-cultural management experiences an asset.
  • Leadership: ability to lead by influence rather than by direct line management and ability to use HFHI’s intranet/InSite for employee formation.
  • Understanding of HR technical areas, such as compensation and benefits, employment, job evaluation, salary administration, performance management and staff development.
  • Negotiation techniques.
  • Excellent knowledge of HR best practice, as it relates to local and international organizations.
  • Working knowledge of Philippine labor and immigration laws.
  • Fluency in English and Tagalog essential, working knowledge of Illongo helpful.
  • Uncompromising confidentiality.
  • Computer literacy (MS Office).
  • Good interpersonal, communication and writing skills.
  • Strong organizational and leadership skills.

Preferred:

  • Operational HR management experience at the local or community level.
