The Malaria Program Strategy Team (PST) is recruiting a Senior Program Officer (SPO) to strategically develop and manage a portfolio of complex investments requiring high-level grant management skills, monitoring, and evaluation. You will use strategic and technical expertise to support the Malaria Program Strategy team, product development partners and other Foundation partners. Vector control is a core element of the foundation’s malaria eradication strategy and involves the development and evaluation of new vector control tools across a wide variety of technologies, including new active ingredients, new methods of presenting toxicants to mosquitoes as well as the development of delivery and monitoring strategies for malaria vectors.

Areas of Responsibility: 
  • Act as a vector control expert resource for the Malaria program.
  • Develop, manage and implement project strategies, and negotiate, execute and conduct and manage complex, performance-based investments.
  • Review letters of inquiry, grant and contract proposals; provide clear, concise and insightful written analyses and recommendations for foundation including drafting and editing proposal summaries and progress reports for existing investments for review by foundation leadership.
  • Consult with grantees and other partners to maximize the impact of projects and ensure optimal learning. This may include conducting site visits, providing operational guidance and convening meetings of key stakeholders.
  • Represent the foundation with stakeholders who may include public and private entities, partner organizations, other funders, universities, think tanks and government agencies. May serve on external boards and working groups.
  • Manage internal processes and portfolio progress while ensuring appropriate documentation, budgeting and reporting.
  • Contribute to the design of new strategies, collaborations and implementation plans to ensure long-term sustainability and impact.
  • Collaborate with foundation colleagues in related program areas to take advantage of cross-sector grant making opportunities.
  • Conduct high quality interactions and clear and consistent communications with partners in the field.
Educational Background: 
A PhD or other advanced degree in relevant field of study is preferred.
Skills/Experience: 

The foundation is looking for a global expert in vector borne infectious diseases with recognized scientific, management and strategic planning skills. The ideal candidate will have lived and worked in developing countries for a period of time giving him/her an appreciation for the complexities of implementing and managing field-based programs as well as experience in vector related product development.

The ideal candidate should have:

  • International standing and recognition as a subject matter expert.
  • 10-15 years of experience in medical entomology with specific experience in Anophelines and malaria.
  • Field experience managing vector borne disease control programs would be highly desirable.
  • Field experience in target geographies (Sub-Saharan Africa, Southeast Asia) is desirable, together with a solid understanding of the realities and complexities of “in country” interventions.
  • Field experience in malaria vector surveillance is highly desirable.
  • A good knowledge of product development processes and regulatory requirements and procedures, at both global and national level.
  • Proven ability to lead and influence others.
  • Experience in strategic planning and strategy implementation.
  • Demonstrated excellence in scientific writing and data analysis, written and oral communication skills, and experience advocating and communicating with a broad and diverse audience.
  • Ability to work with external organizations and work in a role requiring collaboration, prioritization and results-orientation in a fast-paced, complex, and high expectations organization.
  • Demonstrated ability to work with efficiency, diplomacy, and flexibility particularly as part of a team. Experience working on teams with diverse cultural and professional backgrounds.
  • Ability to travel up to 30% domestically and internationally.
