The Senior Program Officer (SPO) will focus on the execution of advocacy components of the foundation Malaria strategy, specifically engaged on the country, regional and global advocacy and financing work of the Mobilize Initiative. This advocacy initiative aims to increase financial resources for control and elimination efforts and maintain a global policy environment that supports the deployment of new interventions and approaches. In this regard, the SPO will partner with the other Senior Program Officer (SPO) Malaria Advocacy; Deputy Director -Global Fund Strategy Team and Malaria & NTD Advocacy; and the Malaria Program Strategy Team.
- Partners with the other SPO for Malaria Advocacy and other GPA/PAC colleagues in refining and driving the Mobilize Initiative to achieve ambitious programmatic goals.
- Plays a critical role in conceptualizing and managing high impact and complex partnerships, grants, and coalitions at the global, regional and country levels.
- Provides strategic analysis and direct collaboration for the foundation’s engagement strategies related to bilateral support, multilateral initiatives, such as the Global Fund and the RBM Partnership to End Malaria, and major global and regional leadership opportunities.
- Provides analysis and strategic thinking on financing and policy options for malaria at the country, regional and global levels, in close collaboration with other teams in Global Policy and Advocacy, in particular the Development Policy and Financing team.
- Partners with the SPO Malaria Advocacy and the Deputy Director on global and regional governance mechanisms and related investment strategies.
- Works closely with Monitoring & Evaluation teams to ensure appropriate alignment of performance tracking systems.
- Provides recommendations for funding related to malaria advocacy, including drafting and editing proposal summaries for submission to Directors, the President, the Chief Executive Officer, and Co-Chairs.
- With the other SPO, partners on the design and facilitation of meetings of key stakeholders to improve inter-agency coordination and collaboration.
- Writes and produces informative briefings, reports, email updates, and other materials on key malaria and other issues related to program advocacy and resource mobilization for foundation leadership.
- Collaborates with Mobilize Initiative team members to manage and present portfolio progress and grant budget information.
- Serves as a point of contact on advocacy-related issues for key internal and external stakeholders, working within a complex matrix style organization across Global Policy & Advocacy (GPA), Global Health (GH), and Global Development (GD) in support of the malaria strategy and its Mobilize Initiative.
- Represents the foundation to key program-related external constituencies. This could include both formal and informal presentations such as making speeches, attending conferences, committee representation and other meetings as necessary. May serve on boards & working groups.

Core Knowledge and Skills
- Thorough awareness and experience in advocacy and resource mobilization efforts globally and in developing countries, working with CSOs, coalitions and governments. Focus in Malaria advocacy preferred.
- Deep experience in the conception, design and management of strategies, initiatives and programs.
- Experience working with policymakers and advocates for global and country level policy and advocacy, with preference for working knowledge of malaria policy institutions/partnerships and malaria endemic and eliminating countries.
- Experience developing, managing, implementing projects, and monitoring and evaluation of results.
- Demonstrated understanding of the role of advocacy and communications efforts to increase awareness of health/ development issues and strengthen political/financial support for health and development goals in the developing world with governmental and non-state organizations.
- Demonstrated results in leadership roles developing and managing policy and advocacy organizations, programs or initiatives requiring a combination of excellent critical thinking, writing and management skills.
- Demonstrated experience in shaping trust based relationships with internal and external stakeholders.
- Experience creating and executing strategies that persuade key stakeholders to take action that will advance shared interests and goals.
- Ability and experience crafting a strategy or strategies after considering field and financial data, available resources, and goals while also anticipating and responding to shifts within the field, technology and the policy environment.
- Aptitude to work with flexibility, creative thinking, non-traditional approaches, entrepreneurship, and diplomacy both individually and as part of a complex team effort.
- Working knowledge of either French or Spanish desired but not essential.
Education and Experience
- Minimum 7+ years of experience in public policy (or equivalent work experience) in international relations, development or a related field (preferably with a mix of service in either the public or non-profit sectors).
- Five or more years of demonstrated experience working on Malaria issues is a plus, but not required.
- Experience working in affected countries, either in program or advocacy/policy, is a significant plus but not required.
