Interim Senior Program Officer, Malaria Advocacy

This is an interim backfill role to cover for an employee who will be out on parental leave.  The duration of the assignment is targeted for 9 months starting in January. However, the start and end dates may change.

The Program Advocacy and Communications (PAC) team works in partnership with program teams and other teams in Global Policy and Advocacy (GPA) to achieve their policy and finance goals by:

  • Developing and coordinating the execution of advocacy and communications strategies.
  • Leveraging leadership and foundation voice to implement advocacy strategies.
  • Developing and managing a grant portfolio dedicated to achieving advocacy outcomes.
  • Directly advocating with sector leaders, influencers, media and government officials in order to achieve advocacy outcomes.
  • Leading issue-specific communications in service of advocacy goals.
  • Developing policy recommendations or proposals in partnership with programmatic and regional offices.

The Senior Program Officer (SPO) will focus on the execution of advocacy components of the foundation Malaria strategy, specifically engaged on the country, regional and global advocacy and financing work of the Global Advocacy & Partnerships (GAP) initiative. This advocacy initiative aims to increase financial resources for control and elimination efforts and maintain a global policy environment that supports the deployment of new interventions and approaches. In this regard, the SPO will partner with the other Senior Program Officers (SPOs) for Malaria Advocacy and Communications; Deputy Director -Global Fund Strategy Team and Malaria & NTD Advocacy; and the Malaria Program Strategy Team.

Areas of Responsibility: 
  • Partners with the other SPOs for Malaria Advocacy and Communications and other GPA/PAC colleagues in refining and driving the GAP initiative  to achieve ambitious programmatic goals.
  • Plays a critical role in conceptualizing and managing high impact and complex partnerships, grants, and coalitions at the global, regional and country levels. 
  • Provides strategic analysis and direct collaboration for the foundation’s engagement strategies related to bilateral support, multilateral initiatives, such as the Global Fund and the RBM Partnership to End Malaria, and other major global and regional advocacy and leadership initiatives , such as the Asia-Pacific Leaders Malaria Alliance and the End Malaria Council.
  • Provides analysis and strategic thinking on financing and policy options for malaria at the country, regional and global levels, in close collaboration with other teams in Global Policy and Advocacy, in particular the Development Policy and Financing team.
  • Partners with the SPOs for Malaria Advocacy and Communications and the Deputy Director on global and regional governance mechanisms and related investment strategies.
  • Works closely with Monitoring & Evaluation teams to ensure appropriate alignment of performance tracking systems.
  • Provides recommendations for funding related to malaria advocacy, including drafting and editing proposal summaries for submission to Directors, the President, the Chief Executive Officer, and Co-Chairs.
  • With the other SPOs, partners on the design and facilitation of meetings of key stakeholders to improve inter-agency coordination and collaboration.
  • Writes and produces informative briefings, reports, email updates, and other materials on key malaria and other issues related to program advocacy and resource mobilization for foundation leadership.
  • Serves as a point of contact on advocacy-related issues for key internal and external stakeholders, working within a complex matrix style organization across Global Policy & Advocacy (GPA), Global Health (GH), and Global Development (GD) in support of the malaria strategy and its Global Advocacy and Partnerships initiative.
  • Represents the foundation to key program-related external constituencies. This could include both formal and informal presentations such as making speeches, attending conferences, committee representation and other meetings as necessary.

Asia-Pacific

  • Manage the lead advocacy grant for malaria in Asia-Pacific

Monitor Development of Asia-Pacific Advocacy Strategy

  • Review drafts prepared by consultants
  • Provide input and begin crafting policy, advocacy, and communications strategy for select countries in Asia-Pacific
  • Engage with internal and external stakeholders for input

Africa

Faith-based Engagement

  • Monitor and manage progress of grant to faith-leaders in Southern Africa
    • Engage with grantee and faith leaders and guide advocacy work with a view to medium-term impact
    • Aggregate lessons learned and implications for potential broader engagement with faith leaders on the continent
  • Evaluate potential grantees that can engage in faith leaders on malaria-issue-related advocacy across critical high burden countries

Private-sector Engagement

  • Monitor and manage progress of grant to private sector entity in Africa

China

  • Collaborate with BMGF China Country Office on ongoing malaria advocacy efforts
  • Provide support and thought partnership on existing grants and new grants
  • Support BMGF China Country Office in engagement approach with select countries in Eastern and Southern Africa

Multilateral Relationship Management

Global Fund

  • Manage grantee (external to Global Fund) providing support to select countries transitioning from Global Fund financial support
  • Craft potential second year of grant and consider appropriate countries for inclusion

RBM Partnership to End Malaria

  • Engage, as necessary, with partner committees

Financing

Engage with internal stakeholders and external stakeholders on a range of financing structures to develop incremental funding for malaria burden reduction and elimination.
