Our Global Health Program (GHP) harnesses advances in science and technology to save lives in poor countries. We focus on the health problems that have a major impact in developing countries but get little attention and funding. Where proven tools exist, we support sustainable ways to improve their delivery. Where they don’t, we invest in research and development of new interventions, such as vaccines, drugs, and diagnostics. Our work in infectious diseases focuses on strategies to fight and prevent HIV/AIDS, malaria, tuberculosis, neglected and other infectious diseases, enteric and diarrheal diseases and pneumonia. These strategies are supported by functional teams that focus on Discovery and Translational Sciences, Vaccine Development, and Integrated Development.
This position provides the measurement, learning and evaluation support to the Malaria and Neglected Tropical Diseases (NTD) Program Strategy Teams to effectively track results, and to collect and use quality data for decision-making in order to maximize impact. The support is prioritized towards the down-stream delivery and advocacy efforts of both strategy teams, but will also support overall strategy coherence and end-to-end management of data required to support decision-making across investments from early discovery, to product development, through to delivery. Furthermore, this position will support both PSTs on specific, ad-hoc strategic projects. It is expected that equal time be spent in this role between each team.
Strategy-level support (approximately 50% level of effort):
- Provide strategic thought partnership to team on the refinement of results-oriented strategies and communications, including the identification and collation of key data. Drive specific, ad-hoc projects related to these strategies.
- Manage processes for internal performance management to effectively monitor progress towards strategy goals. This includes support for defining and clarifying the relationship between goals, bodies of work, and investments, and their respective performance.
- Lead implementation of execution planning, including support for defining milestones & decision points, developing decision trees, and reviewing progress.
- Plan for and lead quarterly cross-team discussions on execution progress, learnings from investments, and strategy developments.
- Engage in sector-wide discussions regarding goal-setting, scorecard development, and tracking of global progress.
Initiative-level support (approximately 25% level of effort):
- Provide strategic thought partnership to priority initiatives on the development/refinement of initiative-level strategies, and initiative execution in light of ongoing data and evidence.
- Advise and support the management of initiative-level results & measurement frameworks and learning agendas, including refining indicators, defining learning questions and engaging with staff and partners to track progress.
Grant-level support (approximately 25% level of effort):
- Provide technical support and capacity building for program staff and partners on the concepts associated with Outcome Investing. This includes critical review of Results Frameworks & Trackers, facilitating in-person design clinics, and providing training/learning opportunities for staff.
- Develop and manage investments (grants and/or contracts) related to data, learning and/or evaluation initiatives. This includes developing concepts/RFPs, identifying partners, shaping proposal materials, managing relationships, and tracking financial & programmatic progress.
- Minimum 6 years of professional experience with significant program design, measurement and evaluation focus
- Global health content expertise required; specific content expertise in Malaria and/or NTDs preferred.
- Experience developing theories of change, refining logical frameworks, identifying indicators, establishing targets, and informing evaluation design (impact, process, partner)
- Demonstrated ability to get things done, on time and with high quality
- Demonstrated ability to organize complex information in Excel and/or Database software and to communicate complex information through visual representation
- Excellent verbal & written communication skills
- Excellent project management skills; ability to prioritize, coordinate, and multi-task
