As part of the foundation’s Global Development Family Planning Program Strategy Team, the Program Officer (PO), will manage a discrete portfolio of investments (grants and contracts) focused on post-development contraceptive product optimization, advanced (late-stage) contraceptive product research and generation of evidence to support product introduction. The position will include a primary focus on contraceptive injectable strategy execution with an aim to diversify suppliers with generic manufacturers and support success regulatory pathway for market entry. The PO will be responsible for strategic project management, working collaboratively and effectively with GD and GH PST and functional team colleagues. The PO will nurture internal and external partnerships that contribute to the success of Contraceptive Technology investments and the overall direction of the Family Planning Strategy.

Areas of Responsibility: 

Contraceptive Post-Development Product Optimization & Research

  • Finalize generics strategy regarding R&D investments for contraceptive injectables and guide the development and execution of the implementation plan.
  • Lead development of new investments linked to the strategy for injectable contraceptive, including executing investments (grant and/or PRI) for the generic version of Sayana Press (DMPA-SC) with Incepta and/or other manufacturer(s) in partnership with Vaccine Development.
  • Coordinate the development of the DMPA-SC strategy with an additional Indian manufacturing partner in collaboration with the ICO and LSP and execute any related investments.
  • Lead in the coordination with other donors, Integrated Development and Life Science Partnerships team regarding the full the portfolio of generic manufacturing of CT products
  • Lead on-going research as part of the implementation of a learning agenda regarding the development and implementation of self-injectable contraceptives to ensure successful market entry.
  • Oversee finalization of vaginal ring investment including internal coordination in preparation for final go/no-go decision meeting (September 2018). Lead the development and management of any additional investments for this technology as relevant.
  • Manage grants to support research on market demand and user feedback for the LNG-IUS and Emergency Contraception for on-demand use.
  • Identify further opportunities for new product introduction and market interventions, as appropriate.
  • Support risk mitigation strategies and coordination of donors and partners related to the ECHO trial, given potential impact on injectable contraceptive market and mange/execute any relevant investments.
  • Participate in relevant internal working groups and collaborate with GD and GH PST and functional teams related to contraceptive technology, industry engagement, regulatory, market shaping and in support of the overall Family Planning PST’s strategic goals.

Other Responsibilities

  • Represent the Foundation with external partners and key working groups related to product development and market entry; including the new and underutilized product introduction technical working groups, including the one hosted by PATH the Community of Practice for the LNG IUS, and the Emergency Contraception Donor Group.
  • Plan, manage and execute a wide range of activities in support of strategic planning; prospect and develop complex investment opportunities; manage a portfolio of grants; manage a range of internal and external relationships.
  • Review letters of inquiry and grant proposals; provide clear, concise and insightful written analyses and recommendations for funding, including drafting and editing proposal summaries and progress reports for existing grants for review by foundation leadership.
  • Consult with grantees to achieve desired impact of grants; conduct site visits when appropriate, provide technical guidance, convene meetings and apply and evaluate milestone-based performance objectives.
  • Manage internal processes and portfolio progress while ensuring appropriate documentation, grant budgeting and reporting.  Improve operational efficiency and effectiveness.
  • Prepare and write briefs and synthesize existing literature.  Provide written analysis of key topics for foundation management.  Fulfill data and information requests from leadership.
  • Engage as an active team member of the Family Planning PST, participate in all related PST meetings and actively contribute the PST’s strategic goals and team culture.
  • Travel to Bangladesh, India and other geographies at a minimum of 2-3 times per year.

Educational Background: 
Bachelor’s or other advanced degree with 5+ years of experience, or equivalent experience. 
Skills/Experience: 
  • Product development and introduction experience
  • Regulatory knowledge and understanding of pathways from product development to launch
  • Experience with generic manufacturing partners
  • Strong grant management and investment shaping expertise
  • Proven ability to work across teams within the foundation to drive strategic goals
  • Knowledge and experience in product introduction required, in family planning preferred
  • Knowledge and experience in new product research and development, in contraception preferred
  • Leadership abilities to work with multiple, varied stakeholders and donor partners.
  • Strong analytical, writing and verbal skills
  • Effective as a collaborator in complex internal and external organizations
  • Extensive project contribution and management experience
  • Works with efficiency and diplomacy
