The Malaria Team is recruiting a Deputy Director (DD) Surveillance, Data, and Epidemiology to support the Director and Program Strategy team (PST) in achieving its impact goals by developing and refining the foundation’s malaria surveillance, data systems, epidemiology, and modeling strategy and investments. The DD will report to the Director, Malaria and will integrate with key technical/functional colleagues.  Responsibilities will include managing the execution of a growing and complex portfolio of investments in surveillance systems, epidemiology (including genetic epi), geo-spatial analysis and modeling. The DD will work to ensure these ‘surveillance as an intervention’ capabilities have impact across the entire spectrum of malaria epidemiology from accelerating burden reduction in high-burden countries to successful and maintained malaria elimination. S/he will help guide team members in the management, integration, & oversight of portfolios of foundation investments (grants and contracts) through a highly matrixed organization while also working with external partners to drive progress toward eradication.

Areas of Responsibility: 
  • Lead the Surveillance, Metrics and Modeling Portfolio efforts & strategies across malaria program initiatives, projects and investment making.
  • Ensure that all Malaria PST efforts in this space first and foremost deliver value to National Malaria Control and Elimination Programs to enable improved strategic use of information for decision making.
  • Lead (a) multi-disciplinary investment team(s) to shape investments including identifying gaps and potential synergies across malaria initiatives.
  • Guide the system-level design and architecture of the elements that contribute to and are required for the strategic use of information by national malaria control programs, including new forms of data such as parasite and mosquito genomic data. 
  • Provide oversight and guidance to surveillance-related operational research trials as well as other surveillance-related activity such as surveys conducted by our foundation partners.
  • Contribute to the evaluation of new technologies for development (i.e. surveillance & modeling software, genetic/sequencing tools and data management systems) in support of malaria eradication.
  • Continue to integrate the malaria surveillance agenda into cross-cutting health system investments in data and surveillance systems. Work with other disease PSTs, functional PSTs, and external partners to do so. Work with other Gates Foundation and partner efforts on cross-cutting disease surveillance, health data systems, and analytic capacity. 
  • Facilitate the development of annual investment plans and budgets.
  • Identify promising areas of the surveillance and modeling related research and innovation to fill key gaps in our knowledge of the interventions needed for malaria eradication, as well as develop and/or guide the development of related Requests for Proposals (RFPs) and specific proposals.
  • Provide strategic guidance in crafting grants and contracts that require complex research or analytics.
  • Make and manage investments as requested by the Director including managing internal processes and progress while ensuring appropriate documentation, budgeting and reporting.
  • Contribute to periodic reviews and evaluations of the strategy’s implementation and impact.
  • Consult with grantees and other partners to maximize the impact of projects and ensure optimal learning.
  • As requested by the Director, have relationship manager responsibilities with key partners.
  • Work with foundation leadership as requested to address cross-cutting issues and improve functions and performance.
  • This role manages people and is responsible for communicating performance expectations, leading individual goal setting and performance evaluation, integrating project and change management, giving and seeking feedback, providing coaching, measuring progress and holding people accountable while supporting employee development and recognizing achievement and lessons learned.
  • Review letters of inquiry, grant and contract proposals; provide clear, concise and insightful written analyses and recommendations for foundation including drafting and editing proposal summaries and progress reports for existing investments for review by foundation leadership.
  • Manage internal processes and portfolio progress while ensuring appropriate documentation, budgeting and reporting.
  • Contribute to the design of new strategies, collaborations and implementation plans to ensure long-term sustainability and impact.
  • Collaborate with foundation colleagues in related program areas to take advantage of cross-sector grant making opportunities.
  • Conduct high quality interactions and clear and consistent communications with partners in the field.
  • Consult with grantees and other partners to maximize the impact of projects and ensure optimal learning. This may include conducting site visits, providing operational guidance and convening meetings of key stakeholders.
  • Represent the foundation with stakeholders who may include public and private entities, partner organizations, other funders, universities, think tanks and government agencies. May serve on external boards and working groups.
Educational Background: 
APhD, MDor equivalent in a related field is required.
Skills/Experience: 

The foundation is seeking a global expert specializing in epidemiology, modeling and/or surveillance of infectious diseases; with a preference for malaria experience. The ideal candidate will be a respected member of the surveillance and epidemiology communities.

The ideal candidate should have:

  • A minimum of 10 years’ experience working on malaria epidemiology, surveillance and/or disease modeling. Experience in Sub-Saharan Africa, Meso-America and/or Southeast Asia would be a strong asset.
  • Thorough and up-to-date technical knowledge of epidemiology (including genetic epi) and biostatistics methods.
  • Record of high quality publications in peer-reviewed journals.
  • Proven ability to lead and influence others.
  • Experience in strategic planning and strategy implementation.
  • High detail orientation and affinity for data, with the ability to artfully manage tactical execution while remaining objective when absorbing and presenting information.
  • Demonstrated ability to exercise independent judgement in developing methods, techniques and evaluating criteria for obtaining results.
  • Demonstrated excellence in scientific writing and data analysis, written and oral communication skills, and experience advocating and communicating with a broad and diverse audience.
  • Demonstrated capacity and initiative to solve problems with energy and a positive attitude and experience in a role requiring collaboration (both internally and externally), prioritization and results-orientation in a fast-paced, complex organization.
  • Experience in building and managing teams.
  • Experience with software project management is preferred but not required.
  • Demonstrated successes in architecting consortia in the surveillance, data, and epidemiology space that are functional, productive, and collaborative. Experience with consortia that include partner institutions in malaria-endemic countries preferred. 
  • Intellectual quickness, curiosity, discipline, resourcefulness and resilience.
  • Demonstrated ability to work with efficiency, diplomacy, and flexibility particularly as part of a team. Experience working on teams with diverse cultural and professional backgrounds.
  • Ability to travel up to 30% domestically and internationally.
