The Program Advocacy Lead will serve as a member of the Program Advocacy leadership team representing a designated set of programs (Family Planning & Maternal, Newborn, and Child Health). Primary responsibilities will entail developing and implementing strategies to work with governments, NGOs, the private sector and other partners.
The over-arching goal of the Program Advocacy team is to identify and address alliance opportunities to address policy constraints, increase visibility, offer compelling evidence, boost political will and bring in new resources in support of programmatic goals. The Program Advocacy team works in partnership with program teams to achieve their goals by:
- Leveraging grants and leadership and foundation voice to implement advocacy strategies
- Developing manage, convene, and coordinate partnerships with private donors, advocacy organizations, and opinion leaders to promote foundation priorities
- Building advocacy communities to support foundation priorities
Areas of Responsibility:
- Crafting and implementing strategies to achieve objectives consistent with the foundation’s vision as a motivation for ensuring robust international response to the designated set of programs.
- Developing strategies and tactics to utilize the foundation’s leadership voice and convening ability to move forward a policy agenda.
- Managing, tracking and analyzing key global policy developments and trends relevant to the designated set of programs.
- Leading a team responsible for their respective grants portfolios, research portfolios, and other policy and advocacy-related information in support of the programs.
- Contributing to Foundation-wide global advocacy priorities via membership on the Program Advocacy Leadership team.
- Providing a high level of leadership, coaching and mentoring. This includes hiring, training, developing and supervising staff and handling the related operating budget for this team.
- Representing the foundation to key program-related external constituencies, as well as managing a wide variety of internal relationships, including the Co-Chairs, CEO, Presidents and other programmatic leaders. This includes both formal and informal presentations such as making speeches, attending conferences, briefings and other meetings as necessary.
Educational Background:
Advanced degree in public health, public policy, political science, economics,
Skills/Experience:
- Some level of specific knowledge of family planning, EDD and pneumo issues
- Significant people management experience, specifically leading teams of high-performing self-directed professionals and acting as a thought partner to provide strategic portfolio guidance.
- Demonstrated ability to cultivate and maintain strategic relationships with colleagues both internally and externally. Experience working in a matrixed internal environment with multiple partners. Ability to drive consensus and shared decision-making.
- Knowledge of and experience with multilateral organizations working to address health and development issues in the developing world
- Experience in the conception, design and management of strategies, initiatives and programs related to motivating an enhanced governmental response, preferably for improved public health in the developing world
- Experience working with policymakers and advocates for global and/or country level policy & advocacy
- Demonstrated understanding of the role of advocacy and communications efforts to increase awareness of health/development issues and build political and financial support for health/development goals in the developing world with governmental and non-state organizations
- Demonstrated success in leadership roles developing and leading policy and advocacy organizations, programs or initiatives requiring a combination of strong analytical, writing and management skills
- Ability to work with flexibility, entrepreneurship, and diplomacy both individually and as part of a complex team effort
- Ability to work collaboratively, taking full advantage of diverse expertise and balancing sometimes competing objectives among internal and external partners
- A deep dedication to development issues
- Ability to travel up to 25% domestically and internationally
- High standards of personal integrity
- 10+ years of experience preferred, preferably with a strong mix of service in either the public or non-profit sectors
- Significant experience with RMNCAH policy, community members, academia and political decision makers
