The Measurement and Insights team within GPA’s Strategy, Planning and Management team is recruiting for a parental leave cover (LTE position) focused primarily on Measurement, Learning and Evaluation (MLE) of the Foundation’s global advocacy communications work with a focus on media impact evaluation, communications evaluation, and data use investments Working with colleagues across Global Policy and Advocacy, the program officer will help to develop results frameworks at the portfolio and grantee level. The program officer will also work directly with grantees providing technical assistance in their MLE work. MLE experience focused on advocacy and communications is critical.

This role can be based out of either our Seattle or Washington D.C. office.

Areas of Responsibility: 
  • Develop a comprehensive MLE approach to the evidence and data use investments across all of GPA.
  • Provide as-needed MLE support to program offices within the Program Advocacy Team who are making communications investments.
  • Work with program officers in the early stage planning of investments to develop results frameworks for high priority grants.
  • Advance and manage the evaluation of the Global Media Partnerships portfolio. Manage the evaluation of specific grantees within the media grants portfolio.
  • Help to manage several external MLE consultants.
Educational Background: 
Bachelor’s or other advanced degree with 7+ years of experience, or equivalent experience.
Skills/Experience: 
  • MLE expertise, skilled in evaluation work, particularly in the areas of media and communications.
  • Experience developing theories of change and results frameworks for funded projects.
  • Expert in digital communications measurement methodologies and approaches;
  • Skilled in communicating the implications of research and evaluation findings.
  • Experience in designing, managing, analyzing, and reporting on primary and secondary research
  • Skilled in quantitative statistical analysis
  • A preference for rigor, purpose driven measurement and cost-effective use of resources.
  • Ability to act independently to determine methods and procedures on assignments.
  • Ability to effectively alternate between thinking strategically and executing at high quality. 
Additional Information: 

This is a Limited Term Employee role associated with our parental leave program targeted for 18 months starting in January 2018, however the start and end dates for this assignment may change.
