The Bill & Melinda Gates foundation is currently searching for an experienced candidate to support the HIV Delivery portfolio on its Integrated Delivery team. The Interim Program Officer is associated with our parental leave program and will provide technical, operational, and program management support for the HIV economics portfolio. This role works closely with the Deputy Director, HIV Delivery to advance the Foundation's HIV strategy, including its strategy development.

Areas of Responsibility: 

HIV economics portfolio management - To execute against the HIV economics portfolio workplan, that includes the following main goals:

Technical and grant management support:

  • Develop and provide technical reviews of current and future HIV cost and expenditure related grants and efforts, including reviewing of costing and expenditure methods, end-user needs, and implementation plans. Key grants and efforts include:
    • The Global Health Cost Consortium
    • HIV key populations prevention costing
    • National Strategic Plan (NSP) costing
    • Differentiated ART delivery costing
    • Fully-loaded treatment cost structures review
    • HIV platform costing
    • Country and global resource needs estimates updates
  • Consult with partners to achieve desired impact of grants and partnerships; conduct site visits, provides technical guidance, convene meetings, and evaluate milestone-based performance objectives. Maintain regular communication with grantees and assure proper follow up and communication. Organize and facilitate internal meetings to solicit expert performance feedback from internal colleagues. Key activities include:
    • Chair and manager of the BMGF-PEPFAR-Global Fund HIV Economics Working Group to deliver against their priority areas: harmonized expenditure tracking; above service delivery efficiency; efficiency measurement.
  • Proactively work to develop solutions to complex HIV economics problems and propose new investment ideas. Exercise judgment within broadly defined practices and policies in selecting methods, analyzing techniques and evaluation criteria for obtaining results. Where applicable solicit letters of inquiry and grant applications from prospective grantees and generate investment feedback from the broader team and external reviewers throughout the investment pipeline process.

Strategy support-  HIV and Integrated Delivery strategies

  • Contribute technical guidance to HIV and Integrated Delivery team strategies as needed, and monitor and report on progress against existing goals. Attend program strategy team and initiative meetings, and update strategy coordination documents as needed.
  • Proactively establish and maintain meaningful relationships within and across the HIV and Integrated Delivery teams to ensure the effective integration and harmonization of HIV economics investments and reporting resources.

Global Fund strategy

  • Liaise with internal advocacy, communications, and government relations functions to devise and implement activities in support of partnership strategies, such as coordinating co-chair presence at major events, and advocacy with decision makers. Attend bi-weekly Global Fund to Fight AIDS, TB, and Malaria strategy meetings led by the Global Policy and Advocacy team.

International partner coordination.

  • Chair and manager of the BMGF-PEPFAR-Global Fund HIV Economics Working Group to deliver against their priority areas: harmonized expenditure tracking; above service delivery efficiency; efficiency measurement.
  • Work with international partners including UNAIDS to improve the costing assumptions in global resource needs estimates.

In addition to the above, duties may include:

  • Review grant and contract progress and draft internal analyses.
  • Draft proposal documents including requests for proposals/calls for letters of interest, proposal analysis review documents, proposal approval memos, etc.
  • Assist with proposal management process with internal and external partners.
  • Carry out literature reviews, landscape analyses, and other analytical reviews as assigned.
  • Provide support for preparation of materials and slide presentations on team initiatives as needed.
  • Provide other analytical support to the Integrated Delivery and HIV team as needed.
  • Other duties as requested. 
Educational Background: 
Bachelor’s or Master’s (preferred) degre
Skills/Experience: 

The ideal background will include; excellent project management experience, an in-depth understanding of key HIV stakeholders, and experience with global health costing and/or expenditure efforts. Knowledge and experience with the Bill & Melinda Gates Foundation and its HIV economics portfolio are preferred.

Bachelor’s or Master’s (preferred) degree with 5+ years professional experience, preferably in health economics, management consulting, and/or international program management related fields.  More than 10 years of relevant experience is preferred.

Required skills and experience include:

  • Excellent program management skills with experience collaborating in a matrixed organization. Management consulting experience considered a meaningful asset.
  • Deep understanding of key HIV stakeholders and their funding processes, including the Global Fund to fight AIDS, TB, and Malaria and PEPFAR. Relevant experience working within global health and global development organizations is preferred. 
  • Experience with health economics, costing and/or expenditure efforts. Quantitative skills preferred. 
  • Demonstrated ability to rapidly acquire knowledge and implement good judgment in a variety of global health and development contexts. Demonstrated capacity and initiative to solve complex problems with energy and positive attitude.
  • Experience in a fast-paced environment with demonstrated ability to juggle multiple and competing demands and establish priorities, while providing continual attention to detail in proofing materials, tracking projects, and managing grants.  Demonstrated ability to work with efficiency and diplomacy as part of a team effort.
  • Excellent writing and verbal skills for communicating with a broad and diverse audience.
  • Willingness to travel up to 30%.

Additional Information: 

This is a Limited Term Employee role associated with our parental leave program targeted for 15 months starting in March 2018, however the start and end dates for this assignment may change.
