The Deputy Director will lead a Program Advocacy and Communications team on Global Health Research & Development, HIV and tuberculosis (TB). Primary responsibilities will entail leading a team to develop and execute advocacy and communications strategies that help to achieve the foundation’s programmatic goals in HIV, TB and Global Health R&D. This role will be responsible for close collaboration and coordination with the team that leads advocacy and communications for Global Fund to Fight AIDS, Tuberculosis and Malaria. It will also be responsible for working with leaders across all of global health and with other Program Advocacy and Communications Deputy Directors working on global health advocacy and communications. The Deputy Director will serve as a member of the Program Advocacy and Communications leadership team.

The Program Advocacy and Communications team works in partnership with program teams to achieve their policy and finance goals by:

  • Developing and coordinating the execution of advocacy and communications strategies.
  • Developing and managing a grant portfolio dedicated to achieving advocacy outcomes. 
  • Leading issue-specific communications in service of advocacy goals.
  • Leveraging leadership and foundation voice to implement advocacy strategies.
  • Directly advocating with sector leaders, influencers, media and government officials in order to achieve advocacy outcomes.
  • Developing policy recommendations or proposals in partnership with programmatic and regional offices.
Areas of Responsibility: 
  • Developing issue-specific and cross-cutting advocacy strategies that deploy foundation assets (e.g., grants, leadership voice, convening ability, staff time) to achieve programmatic policy and financing goals. 
  • Providing strategic policy, advocacy and communications guidance to global health Program Strategy Teams through participation on various leadership teams. 
  • Developing, analyzing, managing and tracking key global policies and trends relevant to the designated set of programs. 
  • Providing policy analysis and potential policy solutions or incentives that help address problems of the poor.
  • Managing a grant portfolio, including oversight of the grant budget and all related grant making processes (e.g., investment reviews, strategic alignment, grantee engagement, etc.)  
  • Contributing to foundation-wide global advocacy priorities via membership on the Program Advocacy and Communications Leadership team.
  • Providing leadership, team management, coaching and mentoring. This includes hiring, training, developing and supervising a staff and the operating costs for the team (e.g., travel, salaries, etc.)
  • Representing the foundation to program-related external constituencies, as well as managing a wide variety of internal relationships, including the Co-Chairs, CEO, Presidents and programmatic leaders. This includes both formal and informal presentations such as presenting strategies, making speeches, attending conferences, briefings and other meetings as necessary.
Educational Background: 
Relevant degree in public health, public policy, political science, economics, business administration, or other related field.
Skills/Experience: 
  • Strong understanding, experience and expertise in HIV, TB and global health research and development issues and policy and advocacy efforts, working with governments, CSOs, private sector, coalitions, and the media.
  • Experience in the conception, design and management of advocacy strategies, initiatives and programs.
  • Experienced in working with and strong relationships with policymakers and knowledge of major donor and multilateral institutions.
  • Demonstrated ability to quickly and thoughtfully synthesize data and global intelligence on the HIV, TB and R&D landscape.
  • Understanding of clinical trials process, product development, product introduction, regulatory environment and other key GH R&D policy issues.
  • Significant people management experience, specifically managing teams of high-performing self-directed professionals and acting as a partner to team members managing specific portfolios.
  • Demonstrated ability to cultivate and maintain strategic relationships with colleagues both internally and externally. Experience working in a matrixed internal environment with multiple stakeholders. Ability to build consensus.
  • Knowledge of and experience with multilateral organizations working to address health and development issues in the developing world.
  • Demonstrated understanding of the role of advocacy and communications efforts to increase awareness of health/development issues and build political and financial support for health/development goals in the developing world with governmental and non-state organizations.
  • Demonstrated success in leadership roles developing and managing policy and advocacy organizations, programs or initiatives requiring a combination of strong analytical, writing and management skills.
  • Ability to work with flexibility, entrepreneurship, and diplomacy both individually and as part of a complex team effort.
  • Ability to work collaboratively, taking full advantage of diverse expertise and balancing sometimes competing objectives among internal and external stakeholders.
  • Strong interpersonal and group communications skills.
  • A proven ability to effectively manage and adapt within a changing environment.
  • A deep commitment to development issues.
  • Ability to travel up to 25% domestically and internationally.
  • High standards of personal integrity.

Experience

  • 10+ years of experience preferred, preferably with a strong mix of service in either the public or non-profit sectors
