World Vision (WV) has been awarded a multi-million EUR grant from the European Union (EU) to lead a consortium of partners to implement their Accelerating Health Agriculture and Nutrition (AHAN) project under pillar three of the EU’s Partnership for Improved Nutrition in Lao People’s Democratic Republic (PDR). Consortium partners include World Vision Australia (lead) with 4 implementing partners: World Vision Laos, Agronomes et Vétérinaires Sans Frontière (AVSF), Green Community Development Association (GCDA) and the Burnet Institute.

The AHAN project has the overall objective of creating supportive conditions for enhanced household (HH) nutrition through the following specific objectives:

  • Improved access to and availability of sufficient and/or diverse foods year round;
  • Improved dietary and care practices among Women of Reproductive Age and children under 5;
  • Reduced incidence of selected Water, Sanitation and Hygiene (coordination) related diseases/illnesses linked to under nutrition;
  • Improved gender equitable relations at the HH level, particularly in decision-making and distribution of workload; and
  • Strengthened multi-sector coordination and support for nutrition. The project will be implemented across three provinces and 12 districts of Lao PDR.
Areas of Responsibility: 
  • The Operation Team Lead, Attapue/Salavane will be responsible for overseeing and coordinating annual and monthly action plans in 6 districts in Attapue and Salavane Provinces. And The Operation Team Lead, Savannakhet will be responsible for overseeing and coordinating annual and monthly action plans in 6 districts in Savannakhet Province. Ensuring quality of activities across all outcomes in line with project objectives. They will be responsible to conduct the coordination of project activities with AHAN Consortium and Government partners at Provincial and district level as described in the project and for overseeing field staff and the implementation of activities within allocated timelines and budgets, The field team is comprised of 6 District Coordinators and 6 District Officers each, one per district The Operation Team Lead will ensure operational support is distributed evenly across all districts, quality communication and reporting for the project, and will take the lead on coordination/collaboration with Government partners at Provincial and District levels. One position is based in Attapue, and one position is based in Savannakhet with frequent travel to the field.
  • Some of the key roles and responsibilities include
  • Support planning, monitoring and coordination of activities for multi-sectorial convergence approach addressing Nutrition
  • Ensure good working relationship with Provincial and District Government staff and represent WV and AHAN as per guidance from Project Management
  • Support nutrition coordination between multi-sectorial stakeholders at District level
  • Manage the AHAN field based Coordinators and Officers, assess and support staff, providing guidance that builds and strengthens performance
  • Implementation and follow-up of project activities, including overseeing the development and implementation of annual and monthly work plans
  • Responsible for the implementation of quality activities according to the AHAN project design and for the consolidation of quality reporting from each district:
  • Work closely with the Technical Team Lead, Technical Advisors and Consortium partners on coordination and monitoring of activities, ensure sharing of lessons learnt across the AHAN project
  • Oversee provincial activity and budget plans, ensure they are in line with project Activity indicators
  • Oversee coordination of operational planning and support, ensuring cohesive implementation of project activities in a timely, cost efficient manner.
  • Submission of provincial reports to Project Director. Consolidate district reports into monthly Provincial report. Ensure quality of content and detail of achievement, challenges and lessons learnt with outlined suggestions for improvement. Submission of narrative content and data from assigned province as required for donor and Government reports
  • Provide support to Technical Team Lead and M&E through oversight of staff collection and reporting of accurate, timely project data.
  • Ensure compliance with donor communication guidelines
  • Responsible for the overall guidance on activity implementation budget in Savannakhet, Attapue and Salavane and approval of budget request and reports from field staff as per WV LoA. In close collaboration with the Project Director, Finance & Admin team and the technical team, follow up expenses and planning of future spending.
  • Responsible for the good functioning and coordination of logistics for all activities. Oversee project operational and logistical needs, ensure field staff are provided logistical support required to implement activities
  • Identification and selection of new suppliers for the project together with the Finance and Admin Team lead and logistics
  • Represent and provide information exchange with INGO, local NGO and possibly coordination Cluster group Record and report on representation meetings attended
  • Represent WVL to GoL local authorities. Provide oral and written reports
  • Support other project management needs as required/requested
Educational Background: 
Bachelor’s degree (International Development, or related field)
Skills/Experience: 
  • Master’s in business administration preferred
  • Knowledge of development work, including program logic, theory of change, monitoring and evaluation and community empowerment.
  • Good understanding for coordination Lao Government policies, laws, and institutions and ability to work together with various stakeholders.
