Save the Children is seeking a Technical Lead (TL) for an anticipated three-year USAID-funded Systems, Health and Resiliency Project in Yemen. The program focuses on increasing access to and use of high quality health and nutrition services across the emergency to development spectrum by addressing identified health systems challenges.  The TL will ensure a solid programmatic base for integrating health and nutrition interventions at health facility and community-based level focusing on service delivery of maternal, newborn, child health and nutrition services. This position will provide technical direction in the design, management, implementation and overall quality assurance of the project. The TL will provide technical assistance on delivering best practices on newborn, child and reproductive health care in selected fixed health facilities and community level for both quality health and nutrition services. This role will collaborate with the Ministries of Health and other critical partners to provide high-level support for effective capacity building at the local level and sustainability of the project interventions. The Technical Lead will oversee a team of program managers and support staff, prepare reports and annual operating plans. The project must be designed to align closely with the current objectives of the Government of Yemen so that activities are complementary and create sustainability.

Areas of Responsibility: 
  • Ensure high quality technical leadership and oversight is in place for the program
  • Under the guidance of the COP and in partnership with other leads, provide leadership and technical direction to develop a health and nutrition implementation plan that will address the main barriers to access of and demand for health services, specifically for women, newborns and children under five in marginalized communities in Yemen
  • In collaboration with field-based staff, facilitate stakeholder meetings at governorate, district, and sub-district levels to introduce best practices and standardized approaches to health and nutrition services at all levels
  • Provide direct supervision to technical officers, ensuring integration of technical health and nutrition approaches
  • Ensure the quality improvement of the health and nutrition program
  • Lead team to provide proper coordination and guidance among local government, country-wide initiatives, community partners, NGOs and other key stakeholders
  • Establish compliance with USG regulations, procedures and Save the Children guidelines
  • Represent Save the Children with partners and key stakeholders, maintain positive relationships with USAID, local ministries, and the country office team
  • Establish effective communication and coordination with personnel from the government in order to implement interventions and incorporate country-wide priorities
  • Create and sustain a work environment of mutual respect where the project team strives to achieve excellence
  • Incorporate SC’s vision and values and full adherence to Code of Conduct principles
Educational Background: 
Bachelor’s Degree in relevant areas of expertise or international development
Skills/Experience: 
  • Minimum 7 years’ of professional experience designing, managing and implementing large and complex programs in this technical area
  • Familiarity with USAID approaches and regulations
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
  • Creative problem solving skills with the ability to work effectively in resource-constrained environments is important
  • Excellent oral and written communication skills in English

Preferred Qualifications

  • Master’s Degree in relevant areas of expertise or international development
  • Knowledge of local language preferred.
