The General Coordinator will be responsible for directing all the activities of the program under the contract with FOMILENIO II to ensure compliance with the objectives and delivery of the products according to the stipulated times. Specifically, he/she will be responsible for overseeing work in all five components of the project.
El o la Coordinador/a General será responsable de dirigir todas las actividades de la Consultoría bajo el contrato con FOMILENIO II con el fin de asegurar el cumplimiento de los objetivos y la entrega de los productos según los tiempos estipulados. Específicamente, será responsable de dirigir el trabajo en los 5 componentes de la consultoría.
Areas of Responsibility:
- Technically coordinate the entire program ensuring an integrated vision among the different components according to the approved work plan, responding to local dynamics and promoting the participation of local stakeholders for the joint development of results.
- Establish the administrative and technical framework for monitoring and ensuring the progress toward the achievement of the goals, products, and objectives of the contract, observing transparency regarding administrative procedures and governance of the education system.
- Supervise, hire, and manage local staff, as well as local and international consultants during the development of activities.
- Be the point of contact for strategic, technical and operational aspects with FOMILENIO II and MCC officials, as well as representatives of the government of El Salvador, including the Minister and Vice Minister of Education, and with other donors.
- Be the executive point of contact with the subcontractors generated in the Consultancy (recruitment and payroll management agency, among others).
- Establish a fluid and timely communication for strategic, technical and operational aspects with the MINED, especially with the Vice Minister of Education, other consultancies of FOMILENIO II, National Directorate of Educational Management, the Human Capital Management, the Gender Unit, the Departmental Directorates and other MINED units that interact with this contract.
- Ensure that the coordinators and specialists assigned to this contract share technical inputs, work as a team, are in constant communication and maintain excellent communication with the Technical Referrers by Component assigned by the MINED, and in turn with other stakeholders in each component.
- Accompany the work of gender specialists and quality control to ensure that there are specific sections of gender and quality in each activity to be implemented and in the reports to be presented.
- Prepare work plans, quarterly technical and financial reports, report to MINED, FOMILENIO II and FHI 360
- Manage the budget, responding to FHI 360 standards, following the purchasing laws of FHI 360 and FOMILENIO II, in coordination with the Project Director at the FHI 360 headquarters in Washington. D.C.
- Identify the problems and risks related to technical and administrative aspects in a timely manner and suggest appropriate adjustments.
- Ensure that the execution of activities guarantees sustainability, appropriation and capacities installed in MINED to continue improvements in educational quality within the SI-EITP strategy.
- Work jointly with FOMILENIO II and the MINED to include monitoring and evaluation for each component and a comparative analysis of indicators in the systematization reports of the project to ensure the successful completion of the contract.
- Be the managerial and administrative liaison with the team in Washington to follow up all aspects of the Consultancy.
- Facilitate joint analysis processes for FOMILENIO II and MINED to guarantee the sustainability of the activities.
Responsabilidades Claves
- Orientar técnicamente toda la Consultoría asegurando una visión integrada entre los diferentes componentes de acuerdo al plan de trabajo aprobado, respondiendo a las dinámicas locales y promoviendo la participación de los actores locales para la construcción conjunta de resultados.
- Establecer el marco administrativo y técnico para monitorear y asegurar el progreso y logro de las metas, productos y objetivos del contrato, observando transparencia respecto a los procedimientos administrativos y de gobernanza del sistema educativo.
- Supervisar, contratar, y manejar el personal local, los consultores locales e internacionales durante el desarrollo de las actividades.
- Ser el punto de contacto para aspectos estratégicos, técnicos y operacionales con oficiales de FOMILENIO II y MCC, así como representantes del gobierno de El Salvador incluyendo al Ministro y Viceministro de Educación, y con otros donantes.
- Ser el punto de contacto ejecutivo con los subcontratistas generados en la Consultoría (agencia de reclutamiento y manejo de planilla, entre otros)
- Establecer una comunicación fluida y puntual para aspectos estratégicos, técnicos y operativos con el MINED, especialmente con el Viceministro de Educación, otras consultorías de FOMILENIO II, Dirección Nacional de Gestión Educativa, la Gerencia de Capital Humano, la Unidad de Género, las Direcciones Departamentales y otras unidades del MINED que interactúen con este contrato.
- Asegurar que los coordinadores y especialistas asignados a este contrato compartan insumos técnicos, trabajen en equipo, estén en constante comunicación y mantengan una excelente comunicación con los Referentes Técnicos por Componente asignados por el MINED, y a su vez con otros actores representantes en cada componente.
- Acompañar el trabajo de los especialistas de género y control de calidad para asegurar que existan apartados específicos de género y calidad en cada actividad a implementar y en los reportes a presentar.
- Elaborar planes de trabajo, informes trimestrales técnicos y financieros, reportar a MINED, FOMILENIO II y FHI 360
- Manejar el presupuesto, respondiendo a estándares de FHI 360, siguiendo las leyes de compras de FHI 360 y FOMILENIO II, en coordinación con el Director del Proyecto en la sede de FHI 360 en Washington. D.C.
- Identificar los problemas y riesgos relacionados con aspectos técnicos y administrativo de manera oportuna, y sugerir los ajustes apropiados.
- Asegurar que la ejecución de actividades garantice sostenibilidad, apropiación y capacidades instaladas en el MINED para continuar las mejoras de la calidad educativa dentro de la estrategia de SI-EITP.
- Trabajar conjuntamente con FOMILENIO II y el MINED para incluir el monitoreo y evaluación por cada componente y un análisis comparativo de indicadores en los reportes sistematizaciones de la experiencia para asegurar la culminación exitosa del contrato.
- Ser el enlace gerencial y administrativo con el equipo en Washington para dar seguimiento a todos los aspectos de la Consultoría
- Facilitar procesos de análisis conjunto a FOMILENIO II y MINED para garantizar sostenibilidad de las actividades
Educational Background:
Bachelor’s Degree in the areas of education, social and humanity studies, economics or similar, with at least one year of accredited postgraduate study in education or similar (Must have University Degrees and Diplomas / Certificates)
Skills/Experience:
- 10+ years of experience preferred in design, management and supervision of educational reform programs with a focus on education at the primary, secondary (baccalaureate) and / or professional levels.
- Demonstrated leadership and leadership skills working on large and complex social programs funded by donors in the national and international context, preferably with the Millennium Challenge Corporation (MCC) and the United States Agency for International Development (USAID).
- Must have educational experience leading teams in an international context, including a deep understanding and experience working in fragile contexts.
- Experience in the professional development of teachers, training, technical assistance, development of materials, gender and inclusion and providing direct technical assistance to the Ministries of Education.
- Knowledge of the educational system of El Salvador and especially the model of Full Time Inclusive Schools (EITP).
- Experience in research, monitoring and evaluation and application of results to improve the results of the program.
- Demonstrated ability to work and gain the respect and trust of the counterparts, staff and clients of the host country.
- Ability to guide, motivate and empower the performance of team members and their counterparts.
- Fluency in English and Spanish preferred
Experiencia y Habilidades Requeridas
- Profesional graduado universitario en las áreas de educación, estudios sociales y humanos, economía o similares, con al menos un año de estudio acreditados de posgrado en educación o similares (Debe contar con Títulos Universitarios y Diplomas/Constancias)
- Más de 10 años de experiencia (preferido) en diseño, gestión y supervisión de programas de reforma educativa con enfoque en educación a nivel primario, secundario (bachillerato) y/o profesional.
- Capacidades demostradas de dirección y liderazgo trabajando en programas sociales grandes y complejos financiados por donantes en el contexto nacional e internacional, preferiblemente con La Millennium Challenge Corporation (MCC) y la Agencia de los Estados Unidos para el Desarrollo Internacional (USAID).
- Debe tener experiencia educativa liderando equipos en un contexto internacional, incluyendo una profunda comprensión y experiencia trabajando en contextos frágiles.
- Experiencia en el desarrollo profesional de docentes, entrenamiento, asistencia técnica, desarrollo de materiales, género e inclusión y brindando asistencia técnica directa a los Ministerios de Educación.
- Conocimiento del sistema educativo de El Salvador y en especial del modelo de Educación Inclusiva a Tiempo Completo (EITP).
- Experiencia en investigación, monitoreo y evaluación y aplicación de resultados para mejorar los resultados del programa.
- Capacidad demostrada de trabajar y ganar el respeto y la confianza de las contrapartes, el personal y los clientes del país anfitrión.
- Habilidad de orientar, motivar y empoderar el desempeño de los miembros del equipo y sus contrapartes.
- Fluidez en inglés y español preferible
