The Finance Manager will provide the primary financial management inputs in the Save the Children emergency response program working closely with Response affected countries. The role has three main aspects to it: providing the Response Team Leadership with financial oversight; and capacity building finance and non-finance staff in their financial professional development.
Areas of Responsibility:
As a member of the Senior Management Team, contribute to:
- Leadership of the Response and Recovery Program Team
- Support the development of an organizational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and delivers outstanding results for children
- Help design and implement a coherent organizational structure that is consistent with agency practices and appropriate to program needs
- Help establish, maintain, and improve active and regular working relationships with government agencies, partner agencies and donors.
- Coordinate with finance and operations teams from US Programs to ensure that all required support needs are identified, and technical support is requested based on need.
- Ensure that at all stages of the response the control framework of the operation is consistent with the situation and ensure that necessary risks are taken knowingly with appropriate mitigating actions.
Leadership and Capacity Building
- Strengthen the non-finance staff knowledge and capacity to manage finance by providing, induction, training and coaching consistent with their various roles and responsibilities.
- Recruit, train and manage finance staff and/or work closely with existing finance staff.
- Ensure that all new staff recruited into the response are adequately inducted in Save the Children emergencies and financial systems
- Assess new partner financial capacity and provide financial capacity building when relevant
- Assess finance surge staff requirements and structure in coordination with existing CO and RO finance team
Financial Management:
- Provide strategic finance support to the Hurricane Response and Recovery Team
- Develop the Master Budget and ensure regular reviews and updates of this key document
- Development and monitor spend against grants and designated funds
- Ensure all donor financial compliance requirements are complied with and reports are prepared on time with complete audit trial
- Provide a high standard of financial accounting management, ensuring compliance to local statutory law and donors regulations and consistent with Save the Children accounting policies, procedures and tools.
- Ensure that Save the Children’s commitment to improving quality and accountability in humanitarian work is upheld, through reference to the Sphere Project Humanitarian Charter and Minimum Standards, the NGO Code of Conduct, and other relevant tools.
- Monitor coding of emergency expenditures and ensure timely adjustments when activation of new awards with relevant audit trail.
- Identify, assess, input, recommend on the existing and desired reconciliation process (reporting assurance mechanism) between Finance, Procurement, Logistics, Distribution, M&E that will ensure accountable reporting to donors on all humanitarian inputs (items delivered to beneficiaries).
- Ensure access to cash for new areas of operations by establishing effective banking arrangements or by ensuring safe cash in transit alternatives through implementation of emergency cash management guidelines.
Operations and Administrative Management:
- Oversee all operational support to the Hurricane Response and Recovery Team
- Manage contracts for all facilities and fleet; track and manage all assets
- Ensure all procurements follow policy and are cost-effective
- Liaise with the program team to ensure procurement plans are fully developed and that timeframes and processes are realistic and in line with agency procedures

Required Qualifications
- You have a minimum 5-7 years of experience in area of expertise
- Bachelor Degree
- Professional level of technical or managerial knowledge, skills, and experience to manage the operational activities of a unit or team, or provide the technical and management support related to various size programs, grants or projects
- Knowledge of the requirements and experience managing grants from the major emergency donors including budgeting, eligibility issues, compliance management, and reporting
- Experience of and well-developed skills in staff management and supervision. Proven coaching and capacity building skills
- Proven track record of active contribution to a senior management team, and providing strategic support across multiple sectors
- Good attention to detail and analytical skills
- IT literate (i.e. Word, advanced Excel, Outlook, Internet Explorer, financial systems)
- Cultural awareness and ability to build relationships quickly with a wide variety of people
- Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
- Excellent planning, management and coordination skills, with the ability to organise a demanding workload comprised of diverse and challenging tasks and responsibilities

Preferred Qualifications
- Experience with Save the Children financial processes, procedures and systems and overseas accounting software (including Agresso).
- Experience, including first phase responses, with NGOs in an international emergency environment or in fragile states with increasing responsibilities including a proven experience of establishing and running a field finance office
- Understanding of award management policies, procedures and systems and Save the Children’s award management system (AMS)
