Program Officer-Monitoring & Evaluation, Accountability and Learning

In September 2017, hurricanes Irma and Maria barreled across Puerto Rico, causing unprecedented damage and leaving up to 780,000 homes damaged, according to Puerto Rican officials. In addition to the destruction, the storms exacerbated longstanding and persistent housing issues and challenges on the island.

Over the next five years, Habitat for Humanity will partner directly with hurricane-affected families to address their shelter needs, as well as work with the Puerto Rican government and local municipalities on policies and systems that will improve shelter, land and resilience issues across the island.

Areas of Responsibility: 

Development and implementation of monitoring and evaluation strategy

  • Develop, maintain and update PDME Guidance (systems, approaches and tools for measuring, monitoring and evaluating programs aligned HFHC’s over-all strategy.
  • Work with Program Managers to ensure that M&E plans are defined at the start of any project and M&E activities occur on regular basis;
  • Support program staff in data collection and analysis tools related to project design and monitoring;
  • Build national staff capacity through the training provision on record keeping, drafting concise and accurate program report, proposal development and project monitoring.
  • Design and facilitate program/project performance review sessions
  • Recruit and supervise external consultants regarding PDME activities in order to maximize the quality of the outputs
  • Establish an efficient, simple and user-friendly information/documentation, reporting, monitoring and evaluation system for projects and sub-projects under the supervision and collaboration of the Head of Department; Store, organize and disseminate assessments, project documents and best practices among HFHC and partners.
  • Participate in internal and external PDME groups/networks to keep abreast with the developments in PDME practice.
  • Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to strengthen program performances and results.

Support to the draft of quality project proposals and donors reports

  • Conducts baseline studies, needs assessment and research for new program development, as required
  • Ensure that relevant best practices and lessons from past/current projects are incorporated in new proposals
  • Provide technical support in the project design process (e.g. expertise on the log frame approach);
  • Under the direction of the Head of Department participate in the draft of quality project proposals and donors reports
  • Support the Head of Department to ensure that donor and partner data queries are addressed in an accurate and timely manner.

Accountability to beneficiaries

  • Set up a proper mechanism for beneficiaries feedback and accountability through installation of project information boards, hotline, complaints management system.
Skills/Experience: 
  • Uphold and fully committed to Habitat for Humanity Vision, Mission Statement and Mission Principles.
  • At least five years’ experience in humanitarian/development project monitoring and evaluation with direct responsibility for conducting evaluations, statistical and qualitative analysis
  • In-depth field experience and leadership in participatory rural appraisal methodology
  • Strong technical expertise in strategic planning, evaluation, and social investigation, qualitative and quantitative analysis, multi-site evaluations, and standards of evaluation
  • Adult training and facilitation skills preferred
  • Demonstrated ability to work effectively within a team
  • Excellent command of English, both written and spoken
  • Decision-making and problem solving skills
  • Excellent English writing skills with demonstrated experience as a lead for the draft of complex reports (samples will be asked as part of the recruitment process)
  • Willingness to spend at least 30% of her/his time in the field
  • Must be able to travel to field locations.
