The Puerto Rico Response’s HR Manager will be responsible for performing the full service HR functions for our Hurricane Maria response and recovery team.  The manager will be a member of the Puerto Rico office Senior Management Team providing subject matter expertise in all aspect of Human Resources Management.  Also, liaise directly with the Headquarters Human Resources team to ensure compliance and full coordination with existing Save the Children systems, policies and procedures.  This position reports directly to the Associate Director, HR Business Advisor, US Programs

Areas of Responsibility: 

As a member of the Puerto Rico Senior Management Team, contribute to:

  • On-site HR Support for the Puerto Rico Hurricane Maria response efforts
  • Support the development of an organizational culture that reflects values, promotes accountability and performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our members and donors.
  • Inform and train Puerto Rico response staff to comply with all Save the Children policies and procedures.
  • Responsible for providing HR support promptly, at scale and closely collaborating with the US HR Headquarters office.

Recruitment, Onboarding and Performance Management:

  • Provide full cycle HR support for the employee and temporary employment process for Puerto Rico office, including recruitment, compliance with established compensation guidelines and all local laws.
  • Lead onboarding activities for all hires, including temporary employees.
  • Serve as a partner in all hiring, coaching, disciplinary action and termination activities.
  • Communicate performance issues immediately to Associate Director, Talent Acquisition Operations.
  • Proactively identify employee relations issues and surface to supervisor for consideration and direction.
  • Educate all leaders in the Puerto Rico office of all applicable local labor laws, and ensure compliance.
  • Actively review and approve all timesheets, and ensure that invoices from staffing agencies are correct and processed within the required timeline
  • Ensure compliance with Puerto Rico labor, health and safety regulations
  • Support field office facilities management.
  • Monitor and take action regarding staff wellness as needed.

Training and Capacity Building:

  • Track and monitor staff participation in trainings including self-lead trainings, on-line trainings and Save the Children supported training opportunities
  • Support managers in building coaching and mentoring plans for staff
  • Administer, organize and track all temporary and full time staff completion of required trainings and exhibit mastery of the subject material by incorporating required behaviors, policies and practices in daily performance, particularly Child Safeguarding requirements.
  • Identify learning opportunities for staff members that may not involve budget or classroom trainings
  • Ensure staff members are actively participating in their own development and learning
Educational Background: 
High School or Technical/Vocational Degree

Required Qualifications

  • You have a minimum 3-5 years' experience in Human Resources Management
  • Professional level of specialized knowledge to manage complex tasks, programs or projects.  

Preferred Qualifications

  • Capable of interacting proficiently with all levels of personnel in a fast paced, just-in-time, delivery environment
  • Ability to make sound decisions, multi-task and prioritize
  • Proven human resource working knowledge in Puerto Rico labor law.
  • Proven skills in hiring, employee relations and staff wellness
  • Advanced level skills using Microsoft Excel
  • Must be fully bilingual in English and Spanish
  • Ability to create reports, business correspondence and procedure manuals
  • Ability to define problems, collect data, establish facts and draw valid conclusions
  • Ability to work independently and handle multiple projects
  • Ability to communicate effectively
