To contribute to the quality, effectiveness and efficiency of World Vision South Africa ministry through enhanced accountability of DME processes and ensuring LEAP alignment and adherence to standards in all the targeted programme communities which will lead towards sustained child well being.

Areas of Responsibility: 
  • Co-ordinate and support ADP managers to ensure that their programmes and projects are systematically LEAP aligned with full participation of staff, communities and all relevant stakeholders.
  • Support ADP managers and their teams in ensuring that the implementation, monitoring and evaluation of the programmes and projects adhere to the DME standards.
  • Work with Regional managers to strengthen LEAP processes in all ADP’s.
  • Promote learning from LEAP within all levels of the organization.
  • Facilitate teams in preparation of Terms Of Reference (TOR) and production of quality reports for Assessment, Baseline Surveys and Evaluation as per donor requirement
  • Facilitate and take part in the evaluation and review of projects and programs including operational audit of program activities
  • Facilitate trainings on DME processes and LEAP roll out in project/program
  • Facilitate documentation and sharing of learnings from program/project Evaluations and operations Audit reports with respective stakeholders
  • Support the development and management of monitoring and evaluation plans and systems in ADPs.
  • Ensure collection of quality data from programs/projects for regular update of PMIS database
  • Facilitate development and monitor the implementation of DME plans for programs/projects
  • Attend to any other duties related to World Vision ministry as assigned by the supervisor.
  • Attend and participate in World Vision organized morning devotions.
  • Ensure that monthly management reports are timely submitted to the supervisor – 25th day of every month.
  • Undertake review of program/projects documents for the quality and donor requirement (DIP, AOP, PDD, Semi Annual and Annual Reports
  • Provide technical backstopping for program assessments, design, implementation, monitoring and evaluation and Transformation Development Indicators (TDI)
  • Conduct programs operation review in ADP’s and track implementation status of operation audit recommendations in program/projects
  • Work with the MQ director on creation and management of data bank for tracking key indicators at national office and ADP levels.
  • Follow up on timeliness and quality of reports as per Partnership and donors requirements
  • Coordinate and/or facilitate capacity building for staff and stakeholders in LEAP and TDI ensuring participatory monitoring and evaluation processes are understood and enhanced at ADP level.
  • Review engagement of external consultants in DME related activities
  • Foster linkages with WV partners, other national stakeholders in monitoring and evaluation functions. To enhance quality and learning.
  • Work together with Operations in developing and designing new programmes and projects.
Educational Background: 
Bachelor Degree in Social Science, Economic Development, Sociology, Agriculture,
Skills/Experience: 
  • Experience: 2-5 years in rural development work or related field and or 3 years experience in DME in integrated rural development work.
  • Strong skills in Research, Design, Monitoring and Evaluation processes.

Preferred:

  • A Masters in [Rural development, Economic Development, Sociology, Agriculture or related fields] will be an added advantage

Technical Skills & Abilities:

  • Good critical thinking, analytical and documentation skills.
  • Good interpersonal and communication skills.
  • Computer literate in Microsoft word, Excel, e-mail and software packages like epi-info and SPSS.
  • Able to work in a cross-cultural environment.
  • Self starter and motivator, and able to work with minimal supervision
  • Demonstrated ability in monitoring and supervision
  • Experience in working with donor funds
  • Working knowledge of proposal writing and negotiation skills
  • Good planning and organizational skills
  • Ability to maintain effective working relationships with all levels of staff and donors
