FHI 360 is seeking qualified candidates for the position of Project Manager for an anticipated Millennium Challenge Corporation (MCC) -funded Charaka Fund project, taking place in Morocco. The Project Manager will be responsible for overseeing all programming, including ensuring quality planning, scheduling, and delivery of activities in line with the budget. The Project Manager works with public and private sector partners to oversee the development and execution of the rehabilitation of vocational training institutes, monitors the implementation of work plans, works with the Technical team to facilitate operational capacity building initiatives, develops a Career Center model that is transferable and sustainable, supports coordination with local and national government and other key partners, acts as a liaison with the MCC, and interfaces with FHI 360 headquarters relating to operational and technical issues.
The position will be based in Morocco. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to MCC approval.
- Provide overall program management leadership and expertise in the planning, development, and implementation of program strategies and activities.
- Provide leadership management and general technical direction for the design and implementation of activities in the establishment and rehabilitation of vocational training institutes in two regions; providing customized work readiness courses and soft skills and fostering a network to engage the private sector, and developing a Career Center model that is transferable and sustainable.
- Take the lead in development of annual workplans, budgets, and other documents required by the donor, in partnership with the public and private sector.
- Lead the response to the specified deliverables and goals of the project, ensuring achievements in a timely manner and in full support and compliance with FHI 360 and MCC award requirements.
- Supervise a team of senior program and technical staff for the project and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members.
- Identify and deliver technical and program capacity development and training needs and resources among project staff, partners, government counterparts, and beneficiaries, and coordinate capacity strengthening assistance provision.
- Promote sustainability of project activities with effective networking, coordination, and linkages to other programs, partners, and counterparts; conduct capacity building of project staff and institutional strengthening of implementing partners, and other training institutions.
- Represent the project in national meetings, conferences, and coordination platforms.
- Minimum of 5 - 8 years of NGO project management experience and experience implementing international development programs, particularly in the area of workforce development; demonstrated experience managing complex projects that are strategic in nature and international in scope; experience managing service delivery and capacity building projects.
- Ability to provide programmatic and financial oversight, ensuring quality programmatic and financial reporting; demonstrated ability to convert technically complex concepts into plain language.
- Successful track record in working with the private and public sector to accomplish program results.
- Articulate, professional, and able to communicate in a clear, positive manner with clients and staff.
- Excellent team player with good skills in team work and consultative approach to decision making; proven leadership of diverse teams and crisis management; proven coaching, facilitation, and communication skills.
- Fluent in French and proficiency in Arabic.
