This position will provide technical support to project manager in maintaining an effective DME system, build capacity for project staff and local partners on DME, and document promising practices of the project for advocacy. This position also supports the project manager in implementing the outcome 4 of the project.
Set up and maintain an effective and shared system of Project design, monitoring and evaluation (DME) which could provide good evidence, lesion learnt for advocacy efforts in increase application of good child protection related laws & policies and in improvement of child protection related laws & policies. (60%)
- Support the project manager in working with World Vision US, Regional project coordinator, World Vision Viet Nam in project DME field.
- Develop/contextualize/review tools for measuring output indicators, training outputs, knowledge and behavior changes of children and caregivers as result as of communication events
- Support provincial partners, field project officers to make sure project M&E plan is implemented according to the timeline and actor’s responsibility.
- With approval of project manager, organize trainings/workshops for staff and Project stakeholders to introduce and apply the DME system and management information system.
- Assist project officers and local partners to collect and analyze monitoring data. to
- Prepare and submit good monthly project operation reports, Quarterly project management reports with qualified evidence for outputs or achievements for Project Manager in time
- Coordination and supports for POs and provincial partners s to establish or maintain a regular reflections with the community and partners for the application of monitoring results for decision-making;
- Develop a master plan on evidence collection of violence against children situation, best intervention practices, gaps in law & policy for local and national level advocacy efforts; get the plan approved by project manager, then support project field officers, local partners to implement.
- Other DME-related tasks assigned by project manager.
Coordination for the implementation of project outcome 4: “Systemic barriers are reduced to addressing violence against children, including trafficking”. (40%)
- Coordinate and Support key government partner from National to District levels to develop proposed annual project action plans for project outcome 4.
- Support Project Manager in the annual plan submission for approval from WV Viet Nam.
- Coordinate and support key government partners from National to provincial levels, field project officers at district level to implement the approved annual action plans of the project outcome 4. And make sure that more than 95% activities under project outcome 4 in the approved plan are completed by the end of the fiscal year.
- Support project Manager to set up or maintain effective partnerships with selected government ministries, UN agencies, NGOs
- WVV’s activities on EVAC are promoted through networking meetings, workshops, forums, lobbying meetings for decision makers
- World Vision is known as an EVAC actor and engaged with government EVAC task forces for policy implementation and development at national level.
- Is responsible for local level advocacy capacity building for targeted staff, children caregivers and children.
- in building relationships, documentation of lessons learned, and implementation of activities to support dialogue and learning of approaches to anti-trafficking.
- Support Project Manager in maintain Network relationship with key anti trafficking actors, including UNIAP, key NGO and government partners is maintained for sharing information and joint advocacy initiatives.
- Other tasks assigned by project manager to coordinate and implement the project outcome 4 or advocacy effort of World Vision Viet Nam.
- Conceptual understanding of and commitment to development work, especially Christian, child-focused, community-based development concepts, approaches and processes.
- Ability to communicate and relate effectively with a diverse range of people (i.e. project beneficiaries, Government officials, project partners, WVV staff).
- Demonstrated ability to coach, mentor and motivate staff and partners.
- Good reading and report writing skills in English.
- Good computer skills (word processing, excel, power point & email).
- Ability to work with a minimum of supervision, exercise judgment, meets deadlines and work under pressure.
- Willing to learn to advance career in DME and Capacity Building fields;
- Have Research ability and interest;
- Be willing to travel to the ADPs.
- Experience in working in the area of community development and/or with non-governmental organization.
- Experience of and demonstrated ability to effectively network with a diverse range of multi-lateral, and government bodies;
- Experience in monitoring and evaluating projects and ensuring that recommendations are implemented.
