FHI 360’s Civil Society and Peacebuilding Department is currently seeking a Community Participation Team Leader for an anticipated USAID-funded program to strengthen the operations and inclusiveness of municipal governance in municipalities with non-majority communities in Kosovo. The objectives of the program are as follows:

Objective 1: Improved equitable, efficient, and transparent municipal governance which responds to citizens' priorities with a focus on non-majority participation in democratic structures;

Objective 2: Increased active citizen participation of both majority and non-majority communities in municipal structures.

Areas of Responsibility: 

Supervised by the Chief of Party, and leading a team comprised of local staff and partners, the Community Participation Team Leader will oversee the successful implementation of Objective 2 activities.

 Major Duties/Responsibilities:

  • Supervise Program Officers;
  • Take the lead in developing the work plan, and overseeing its implementation, for program activities under Objective 2;
  • Collaborate closely with staff of local subcontractor on the implementation of program activities under Objectives 2;
  • Provide technical oversight to subcontractor and short-term technical experts implementing Objective 2 activities;
  • Effectively manage relationships with beneficiaries, GOK counterparts, and implementing partners;
  • Manage, monitor, establish technical scopes of work, report schedules, deliverables and provide direct technical assistance to build subcontractor's capacity to ensure successful project implementation;
  • Responsible for development and timely submission of quality deliverables to USAID for Objective 2;
  • Draft sections of performance progress reports;
  • Develop and implement a communications and outreach strategy for Objective 2 activities, ensuring that results and learning generated by the program are appropriately shared and disseminated.

Job Summary / Responsibilities

  • Leads the development and implementation process of a company's services involving departmental or cross-functional teams focused on the delivery of new or existing projects. May use statistical analysis systems, such as SAS, as appropriate. Plans and directs schedules and monitors budget/spending. Monitors the project/program from initiation through delivery. Organizes the interdepartmental activities ensuring completion of the project/program on schedule and within budget constraints. Selects, develops and evaluates personnel to ensure the efficient operation of the function . For PQC job only: In addition to these responsibilities, the PQC (Product Quality & Compliance) Associate Director, Technical position will manage the testing lab and review monthly financial reports and budget analysis. Supports the department and laboratory with managing projects, maintaining adherence to international laboratory standards (ISO 17025) and supporting the Director with day to day activities of departmental activities and functions.
  • Provides technical oversight to one or more programs to ensure compliance with company policies and procedures. 
  • Designs, monitors and evaluates activities regarding recruitment, orientation, and supervision of teams who lead these activities. 
  • Supports capacity building and contributes to the overall strategic goals of any assigned programs. 
  • Creates or revises proposals as need to facilitate strategic goals. 
  • Trains staff on procedures and policies to achieve departmental and organizational goals. 
  • Supports management with recommendations for process improvement to achieve strategic goals.
Educational Background: 
Bachelor’s degree or its international equivalent in management, communications, international development, or any other relevant degree required; Master’s degree or its international equivalent preferred;
Skills/Experience: 
  • 5-8 years direct experience managing and executing development activities including community engagement and participation in Kosovo at the municipal and village levels and the inclusion of non-majority communities, and/or women and youth;
  • Technical expertise in local governance, community engagement, and/or community participation;
  • Knowledge of regional majority/minority ethnic dynamics and ability to work effectively in non-majority communities and inter-ethnic contexts;
  • Proven project management skills including project development, monitoring and evaluation and report writing;
  • Excellent oral and written communication skills in English required, and professional proficiency in both Serbian and Albanian preferred;
  • Knowledge of USAID rules and regulations; and
  • Experience working on complex USAID-funded programs preferred.
