The purpose of the position is to support the CDS program with programmatic/ technical guidance, training and mentoring as well as oversight management of the Vukuzithathe Reaching Children and Adolescents in Households (ReACH) Project.             

Under the supervision of the Associate Director (CDS), the Program Manger will be responsible for providing technical oversight of the Vukuzithathe ReACH project implementation for high quality services within the CDS project s/he will oversee overall planning, implementation and monitoring of integration of HIV prevention care and treatment into OVC programming. To be successful in this role, the incumbent will be required to travel within the Harry Gwala district in KwaZulu Natal to fulfil the requirements for effective program implementation and track performance.

Areas of Responsibility: 

Program Management Support

  • Provide technical support and oversight to Vukuzithathe to ensure appropriate implementation of a comprehensive package of services for children and adolescents 0-17 yrs. and their caregivers to achieve project goals, objectives and targets;
  • Support Vukuzithathe Program Manager with the development of project strategic plans, work plans, and project monitoring tools, in close collaboration with the CDS team;
  • Assist Vukuzithathe team to revise and implement strategies for targeting and enrolling eligible beneficiaries in line with the OVC sub population;
  • Provide technical assistance to the Vukuzithathe team to improve HIV case finding of children and adolescents 0-17 yrs. through active recruitment of HIV positive beneficiaries from health facilities and other relevant service points in their catchment areas;
  • Provide technical assistance to the Vukuzithathe team to promote HIV status knowledge among children and adolescents 0-17 yrs.  through effective referrals for early infant diagnosis (EID) and universal offering of testing for all children of HIV-positive caregivers;
  • Support the Vukuzithathe team to strengthen family-centered case management monitoring (HIV-inclusive case management), care plan development, referrals, routine monitoring of child/ family well-being;
  • Support the Vukuzithathe Program Manager to develop and implement a solid roll-out strategy for all evidence-based interventions and tracking implementation monthly
  • Actively track the two OVC Indicators and meet targets for OVC_SERV and OVC_HIVSTAT by ensuring that Vukuzithathe has dedicated teams to cocnduct specific activities and correctly complete all relevant data collection tools.
  • Participate in Quality Assurance/Quality Improvement (SIMS) activities, Routine Data Quality Assessments; Program Review and performance monitoring with CDS and Vukuzithathe MER and technical teams;

Program Compliance

  • Work in collaboration with CDS Finance team to provide the Vukuzithathe team with regular support and guidance to ensure that partners are complying with the US Government Rules and Regulations and all terms and conditions of their sub award agreements;
  • Participate in regular meetings with the Vukuzithathe Program Manager, Finance Manager and Finance Officer to ensure effective use of funds

Linkages with Key Stakeholders

  • Facilitate collaboration and establishment of relationships between health facilities, District support partners (DSP) and Vukuzithathe to assist with targeting of OVC sub populations;
  • Advocate for the value addition that OVCY programs has for health facilities and DSP in reaching the UNAIDS 95-95-95 goals;
  • Represent CDS in meetings at facility, sub-district and district level and provide information on the objectives and role/value add of OVCY programs to relevant stakeholders

Coordination and Communication

  • Serve as the primary point of contact and collaboration between CDS and Vukuzithathe;
  • Establish strong communication channels within the Vukuzithathe project team to ensure systems are in place that will enable timely implementation and reporting of activities;
  • Strengthen existing systems within Vukuzithathe to ensure timely receipt and distribution of all project materials (case management tools, training materials etc.);
  • Support the co-ordination of trainings and technical assistance support form CDS and service providers

Quarterly Progress Review Meetings

  • Coordinate and negotiate quarterly review dates with CDS and Vukuzithathe
  • Provide Vukuzithathe team with guidance in preparation of quarterly progress review presentations and supporting documentation
  • Take notes and circulate minutes of the quarterly review meetings to all relevant parties
  • Ensure timely program follow up on action items from reviews

Reports

  • Lead high quality reporting on programmatic activities to meet daily, weekly monthly and quarterly reporting requirements;
  • In collaboration with Vukuzithathe team refine, implement and update regularly all necessary program tracking and program management tools
  • Collate and submit to CDS daily and weekly trackers with key performance indicators (OVC_SERV and OVC_HIVSATS) for Harry Gwala district;
  • Contribute to key program reporting deliverables, including, monthly, quarterly and annual report as required;

General Administrative Support

  • Ensure proper filing of all partner documentation electronically and in hard copy
  • Share all necessary communique from USAID and CDS with the Vukuzithathe team
Educational Background: 
Bachelor’s degree in health sciences
Skills/Experience: 
  • Minimum 5 years’ experience in USG funded OVC programs. Experience in implementing HIV programs is essential
  • Proven ability to provide high quality technical assistance and capacity development support to OVC programs
  • Proficient in formulating strategies and concepts, analysing and applying technical expertise
  • Ability to work in a multicultural environment and establish harmonious and effective working relationships both within and outside the organization
  • Strong written and oral communication skills
  • Proficient in using Microsoft programs (Word, Excel and PowerPoint)
  • Familiarity with the district, previous local work experience will be an advantage
  • A valid driver’s license and own vehicle
