The purpose of this position is to provide leadership to WVs advocacy and campaigns work in Southern Africa (SAR). It will ensure that there is increased accountability and programme quality for impact and effective external engagement across the region. This position will support NOs in developing, planning, designing, implementation, monitoring and evaluation of integrated Advocacy Programmes, to enable National Offices respond and appropriately deal with the development challenges and needs of children and communities to contribute to Child Well Being Outcomes (CWBOs) and Targets. The position will also enhance WV’s influence and position WV as a leading agency across Southern Africa. The aim is also to work with regional, Support Office (SO) and National Office (NO) resource development teams to mobilize adequate resources to effectively run advocacy and campaigns work in Southern Africa. The position will a coordinate thought leadership; evidence and learning in WVs advocacy and campaigns work in Southern Africa.
Strategic Leadership:
- Provide strategic leadership and direction to the Advocacy, Gender and Child Protection b Programmes to ensure NOs are getting the appropriate support to maximize their impact on Child Well-Being.
- Ensure support and leadership to the Child Protection Advocacy (CPA) through working with with the TSO, the Citizen Voice and Action (CVA) work, Channels of Hope for Gender (COH) and the IIt takes a world to end violence against children , through each of the leads in those areas.
- Ensure the hiring, orientation and capacity building of the Advocacy, Gender and CP Regional and NO Teams.
- Oversee the successful implementation of the annual operation and resource allocation plans for National Offices.
- Develop an advocacy and campaigns strategy and policy agenda for Southern Africa focusing on the new partnership strategy our Promise 2030.
- Coordinate the VAC campaign in Southern Africa, with main focus on working with the AU SADC and other regional entities.
- Ensure key policy and advocacy issues in regional technical guidance and NO technical programs are adequately addressed.
- Provide oversight to major policy and advocacy initiatives in the region and ensure compliance with WVI advocacy and campaigns standards, protocols and policy.
- Engage and support in regional strategy development, execution and measurement processes.
- Ensure coordination and implementation of strong NO campaigns across the region.
National Office Engagement and Support:
- Develop close relationships with National Office Directors and senior leadership to ensure that the work of the Advocacy, Child Protection and Gender Teams is connected and responds to the National Offices (NOs) needs.
- Ensure that the key child protection, gender and advocacy issues in each NO are known, clearly articulated and the support plans are designed and implemented to support the No in addressing these issues.
- Ensure that each FY the needs of the NOs are solicited and the requests reviewed and prioritized, and the plan for the FY communicated to the NO so they are aware of the level of support that is feasible.
- Work closely with the Regional Leader to see how the additional needs might be met and solicit for high level strategic input in enhancing child wellbeing outcomes within the Advocacy, Gender and CP Programmes.
- Manage compilation of child protection, advocacy and gender – both policy compliance updates and emerging lessons and best practices to disseminate to the Regional Leader, Regional Integrated Programme Team and GC leadership (including the Global Advocacy Executive). These will inform strategic and management decisions.
Campaigns Management:
- Develop the It takes a world campaign, implementation plan and multi sectoral approaches for WV SAR.
- Support NO level operationalization of It takes a world Campaign through NO strategy and programmes.
- Coordinate documentation of best practices and evidence related to WVs advocacy work and campaign in Southern Africa.
- Ensure that children’s voices are represented through local level advocacy efforts and local-national-global linkages.
- Coordinate regional level campaign events and ensure WVs leadership team’s participation in related fora.
- Coordinate efforts in resource mobilization for It takes a world campaign as well as related advocacy and child.
- Ensure ongoing monitoring and reporting for It takes a world campaign in Southern Africa.
Capacity Building Coordination:
- Contribute to the development and implementation of an integrated regional capacity building plan and project models informed by regional priorities, strategy and capacity assessment.
- Share / facilitate access to programming resources and appropriate learning and support opportunities for national offices. These may include active involvement in training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring.
- Ensure that child protection, advocacy and gender core competencies and capacity requirement at national level (including advise and support in recruitment and induction of leadership where requested) is developed and applied.
- Ensure that the capacity of NO staff, partners and communities on child protection, participation and child focus standards and programming are being applied consistently and appropriately.
External Engagement:
- Coordinate strategic engagement with regional institutions including the AU, SADC and HEA related bodies.
- Build strategic partnerships with civil society, donors, Governments and corporations, UN entities and other organizations to enhance collective response to child well-being.
- Strengthen partnership and collaboration with faith based organizations at National and Regional Level to influence and monitor policy implementation to enhance child well-being.
- Support regional and national leadership in articulating policy positions and enhancing the visibility of WV in their respective countries.
- Represent WV in global, regional and national advocacy and campaigns events, conferences, fora, seminars and technical working groups.
Resource Development and cross- sector Collaboration:
- Explore potential funding sources for advocacy work and It takes a world campaign.
- Collaborate with the SAR Resource Development Unit (RDU), NOs and SO to support resource development.
- Ensure the inclusion of a resource development target in key advocacy and campaign staff JDs.
- Provide technical assistance for advocacy and campaign design work in the region.
- Work with Support Office, GC advocacy & campaigns team, NO teams, and other regional ministry functions to ensure that grants and other specially funded initiatives incorporate advocacy and EVAC campaign elements.
- Provide support in development of multi-country proposals.
- Act as a strategic link and focal point for connecting National Offices, Support Offices and Global Center for mutual support.
- Act as a focal point person for external and media engagement on child protection and gender issues which may require profiling and advocacy interventions.
- Actively participate in WV’s inter-sectoral (gender, advocacy, HEA, CC, etc) learning events.
- In times of emergency responses, support activation of an advocacy response group, support messaging and advocacy support to NOs.
- Attend to other issues as assigned by the line Manager.
- 10 years of experience in advocacy and campaigns work in developing countries.
- In depth knowledge of advocacy and child Protection issues in the Southern Africa region.
- Excellent communication (written and oral) and interpersonal skills, particularly in a cross-cultural environment.
- Strong planning and organizational skills and ability to prioritize multiple activities.
- Ability to influence internal and external stakeholders and represent WV, particularly with donors and partners.
- Experience managing field-level programs.
- Experience in leading campaigns.
- Proven advocacy experience on Child Protection and Gender issues.
- Proven skills as a strategic thinker and writer.
- Requires cross cultural experience, understanding and sensitivity.
- Excellent interpersonal skills and proven adult training ability.
- Excellent oral, written communication skills and ability to well present the issues of children to a variety of audiences.
- Good leadership and management skills.
- Requires good negotiation skills.
- Fluency in English language is required. Additional language an advantage.
- Experience: A minimum of 5 years’ experience working for a child focus NGO including first-hand experience on working directly with children and youth.
- Experience in working directly with children in HEA/emergency situations.
- Experience in working with inter-agencies e.g. UN, government, CBOs, NGOs and regional bodies, etc.
- Knowledge of WVI and other like-minded partners’ child protection and child-focus policies, standards and guidelines.
- Appreciation of child protection’s contribution to the realisation of CWBOs.
- Knowledge of national, regional and international child focused bodies. E.g. SADC, AU Youth parliament, Committee of Experts, REPSSI, UN Committee on CRC, etc.
- First-hand humanitarian experience with focus on working with children.
- Self starter who works with minimal supervision.
- Highly analytical and proven ability to make sound and quick decisions.
- Ability to act independently and creatively to solve problems.
- Ability to adapt to dynamic, fast-paced environment in order to complete complex assignments and meet narrow deadlines.
- Must be a committed Christian, able to stand above denominational diversities.
- Attend and participate in daily devotions and weekly Chapel services.
- Perform other duties as required.
Work Environment/Travel:
- Work environment: Office-based with frequent travel to the field.
- Travel: Ability to travel up to 30% and work in a variety of locations, some with very basic amenities.
- On call: As requested by NOs, RO and GC.
