Under overall guidance of the Technical Director, the Gender Technical Officer will be responsible for the coordination, capacity development and support to the DREAMS: Community Mobilization & Norms Change program that is implemented in Region D of the City of Johannesburg district, in Gauteng Province and eThekwini district of Kwa Zulu Natal province. This initiative is funded by the United States Agency for International Development (USAID) and the President’s Emergency Plan for AIDS Relief (PEPFAR), as part of the Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe girls (DREAMS) program and managed by FHI 360 Capacity Building and Support (CDS) project, with the goal of increasing community responsiveness to reduce gender-based violence (GBV) and HIV risk amongst Adolescent Girls and Young Women (AGYW) through community mobilization and strong service provision and linkages to HIV high impact services.

The Gender Technical Officer will provide overall project management, coordination and support management for the implementation of the DREAMS: Community Mobilisation & Norms Change program, as part of the DREAMS core package of interventions targeted at AGYW, their families, wider communities, and men characterized to be the sexual partners of AGYW.

Areas of Responsibility: 
  • Provides technical expertise, leadership and collaborates in the designing activities/projects that focus on improving program outcomes for AGYW and their communities by facilitating gender norms change to strengthen primary prevention of GBV and HIV in fulfilment of DREAMS objectives under the Community Mobilisation & Norms Change component.
  • Take lead role by providing technical and programmatic expertise in planning, implementing and monitoring CDS implementing partners in the development of achievable, measurable plans and objectives for implementation of innovative community mobilisation and norms-change interventions, e.g.: Stepping Stones.
  • Take lead role by providing technical and programmatic expertise in planning, implementing and monitoring CDS implementing partners in the implementation of Community Leaders, War Rooms & Ward Committees to provide leadership in community mobilisation and gender norms change.
  • Works collaboratively with CSS Implementing Partners to ensure layering, referrals and linkages of HIV high impact interventions that address HIV risk behaviours, HIV transmission, socio-economic vulnerabilities and gender-based violence implemented are well-aligned with the national priorities and strategies.
  • Conducts regular project technical supervision, monitoring visits and SIMS visits to CDS Implementing Partners to tracks progress against program descriptions, implementation plans and annual work plans; assess progress and barriers to achievement, recommends action for improvement or modifications to address problems, and documents and highlights results.
  • Refine Community Mobilisation & Norms Change evidence-based training materials, job aids, and curricula, supervisory systems and other training materials needed to develop the technical capacity of CDS implementing partners.
  • Work closely with the Monitoring and Evaluation team to ensure data collection, analysis to track performance, perform DQAs on indicators related to program and perform routine project monitoring to strengthen implementation of Community Mobilisation & Norms Change programs’ activities.
  • Reviews financial and performance reports to ensure that CDS Implementing Partners are in compliance and with the performance expectations outlined in their work plan and contract/agreement(s) with CDS, FHI 360.
  • ·Facilitate DREAMS: Community Mobilisation & Norms Change programs’ technical reviews, and the documentation and dissemination of best practices and lessons learned, to inform decisions and foster learning and innovations
  • Support the development of DREAMS: Community Mobilisation & Norms Change technical documents, abstracts, presentations and reports documenting achievements, lessons learnt, and other findings related to the project.
  • Develop Community Mobilisation & Norms Change programs’ technical monthly, quarterly, and annual reports and work plans
  • Conduct regular Community Mobilisation & Norms Change programs’ updates to the CDS stakeholders on successes, challenges and lessons learned in the implementation of CDS technical projects.
  • Participate and represent CDS in DREAMS and Gender-based Violence prevention stakeholders’ meetings; TWGs; seminars; conferences etc. as requested
  • Undertake any other duties as assigned by the Technical Director
Educational Background: 
Bachelor’s Degree or its International Equivalent in Public Health, Social Sciences; Health, Human Development, or Related Field.
Skills/Experience: 
  • 3-5 years’ project management experience in the administration, management and implementation of HIV Prevention and technical capacity building and training of NGOs
  • Experience in the public health, gender or GBV sector in South Africa, ideally at district level
  • Knowledge on HIV prevention policies and frameworks, including DREAMS program
  • Knowledge of coordination and linkages between clinical and community stakeholders, health and social service; and operationalizing integrated service delivery models;
  • Strong professional acumen and judgment
  • Excellent written and verbal communication skills
  • Good problem-solving ability, innovative and show initiative
  • Ability to work in a multi- disciplinary team with diverse backgrounds
  • Good communication skills, both oral and written
  • Computer literate with experience using MS Word, Excel, PowerPoint and Outlook
  • Fluency in English required, fluency in other South African languages desired
  • Valid South African driver’s licence
