The Oregon Health Authority (OHA), Public Health Division (PHD), Adolescent, Genetics and Reproductive Health (AGRH) Section in Portland, OR is recruiting for a public health professional experienced in healthcare delivery systems and collaboration with community partners to fill the position of ScreenWise Program Manager. Reaching medically underserved women is critical to reducing disparities in breast and cervical cancer deaths. The Oregon ScreenWise Program provides low-income, uninsured, and underserved women with access to timely breast and cervical cancer screening, diagnostic, and genetics services through a statewide network of clinical providers. The program seeks to reduce cancer burden by promoting early detection, evidence-based care, risk factor screening, education, linkage to medical treatment, and surveillance for the public.
What will you do?
As the ScreenWise Program Manager, you will provide leadership and perform overall management of the ScreenWise program. You will direct the development and implementation of program and OHA policies and carry ultimate responsibility for program success statewide. This position works within complex healthcare delivery systems and collaborates with community partners and key stakeholders to ensure compliance with program priorities, federal regulations, state rules and policies, and service delivery challenges. In this role, you will develop and supervise a highly collaborative and high-functioning multidisciplinary team of public health professionals and maintain a positive, supportive and effective work environment.
As the ScreenWise Program Manager, you will supervise ScreenWise staff in program planning, implementation and evaluation activities which includes billing and data gathering, training, technical assistance and program activities completed in conjunction with other groups, institutions, and agencies. As the staff supervisor, you will assign and review work, develop work procedures, establish work schedules, monitor work performance, promote training and other staff development activities, conduct performance appraisals and employee development plans, and recruit and hire staff.
You will have direct responsibility for maintaining budgets, grants and revenue streams that support the ScreenWise Program, assure fidelity of fiscal processes and complete all internal and external reporting in a timely manner as well as develop contracts with providers and other program related third party vendors and/or individuals to implement program requirements or activities.

MINIMUM QUALIFICATIONS
Supervision/Management option
Six years of Public Health experience in supervision, staff-technical, or professional-level work. Two years of this experience must have included supervision and management of a program, section, or unit which included: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.
OR
Program/Project Leader option
Six years of Public Health experience in supervision, staff-technical, or professional-level work. Two years of this experience must have included program/project leader responsibility involving one or more of the following areas: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation and/or project evaluation, or d) monitoring and controlling or preparing a budget.
- Advanced degree, Masters in Public Health (MPH) or closely related field
- Extensive experience working within healthcare and/or public health delivery systems, with an understanding of the relationship between the two.
- Experience leading institutional change processes impacting staff, programs and external partners.
- Experience working within and between systems, and a demonstrated systems approach to problem-solving and project management.
- Demonstrated leadership skills to direct and motivate staff.
- Excellent communication skills: written, verbal and interpersonal.
- Extensive experience establishing and maintaining collaborative relationships with community partners.
- Experience promoting a culturally competent and inclusive work environment.
- Experience working with diverse communities within Oregon (e.g., immigrant, refugee, tribal, Latino, etc.) and an understanding of the impact of systemic oppression and trauma on communities of color, and the potential impact on undocumented, immigrant and refugee Oregonians seeking health services.
SALARY: $5,283.00 - $7,791.00 Monthly
