Senior Technical Advisor - Reducing TB Burden

The Papua New Guinea, Tuberculosis (PNG TB) Senior Technical Advisor will provide overall technical and operational leadership for the Project, including communicating with and being accountable to FHI 360 for all aspects of a new TB Project in PNG. The Senior Technical Advisor is also responsible for clear and timely communication and relationship building with leadership of the national TB program and National Capital District Health Services. He/she will ensure strong collaboration with national agencies, local government, and civil society partners while insuring that TB in PNG succeeds in reducing the burden of TB and drug-resistant TB.

Areas of Responsibility: 
  • Leads technical and operational aspects of the project, including planning and implementation of all aspects of the project for PNG;
  • Supervises a team of FHI 360 technical and operational staff working on the TB project in PNG;
  • Guarantees the efficient and effective use of the resources to reach the desired results of the project, monitoring the work plans, budgets and finances, in accordance with the procedures of the donor;
  • Coordinates and responsible for the preparation of the annual work plans, budgets quarterly and annual progress reports in a timely fashion for submission to FHI 360 and the donor;
  • Works with HQ for subcontracting with, and managing performance expectations for, in-country project partners to ensure they work in a coordinated and effective manner to complete each year’s activities and provide data and reports in a timely fashion;
  • Communicates and collaborates effectively with the national TB program, National Capital District Health Services and other local and international partners;
  • Ensures high technical standards are used to guide the technical and programmatic aspects of work plans and activities;
  • Communicates with and is accountable to FHI 360 for all aspects of the project;
  • Serves as a member of the FHI 360 PNG senior management team to further the goals and successes of the organization in-country
Educational Background: 
Bachelors degree required; clinical, doctoral-level degree or advanced degree preferred in public health, health sciences, or other relevant discipline.
Skills/Experience: 
  • 8-10 years’ project management experience in international public health settings, with a proven track record of successful program strategic planning and monitoring and evaluation.
  • Technical expertise in TB, TB/HIV, multi-drug resistant TB, and other relevant areas.
  • Previous Project Director experience, or similar positions of senior leadership with other organizations;
  • Demonstrated experience in sector specific or multi-sector project management and implementation.
  • Demonstrated staff development and capacity building experience.
  • Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
  • Strong critical thinking, analytical, and problem-solving skills to plan, organize, and manage resources for successful completion of projects
  • Proven ability to build and effectively manage, mentor, and motivate a diverse team;
  • Demonstrated interpersonal and cross–cultural skills
  • Excellent communications skills, both oral and written in English;
  • Skill at achieving consensus among funders, National Department of Health, National Capital District Health Services, and other partners;
  • Experience working in a non-governmental organization (NGO).
  • Experience in Pacific, Southeast Asia, and other developing countries.
  • Experience operating in challenging environments.
  • Ability to travel within the region and/or within the project country as well as ability to travel internationally if needed.
  • Ability to provide technical support for development of proposals, protocols and reports as needed.
