FHI 360 is currently recruiting for the position of Deputy Chief of Party for a USAID/Haiti youth civic engagement project. This proposed five-year project will strengthen youth programming, participation and partnership in support of development objectives, and mainstream and integrate youth issues and engage young people. Project objectives include increasing civic knowledge and civic engagement, enhancing civil society capacity to engage youth to advocate for reform, and building productive working relationships with local government.
The Deputy Chief of Party (DCOP) is responsible for the administrative management of the project. S/he supervises the finance, procurement and logistics, Human Resources and IT sections and serves as the focal point for all M&E-related issues. The DCOP is the main contact for financial and performance audits.
- Assist the Chief of Party with strategic and operational planning, including work planning, and ensure project compliance with all contractual reporting and financial requirements of USAID and FHI 360;
- Provide oversight of program monitoring and evaluation (M&E), ensuring the quality of data collected and reported;
- Management of deadlines, drafting of reports, maintenance of records, and monitoring achievement of benchmarks in the contract;
- Assist the Chief of Party in creating and maintaining good working relationships with USAID, Government of Haiti counterparts, local organizations, and other program partners;
- Serve as acting Chief of Party in his/her absence; and
- Manage long-term staff and short-term advisors in a respectful and transparent manner, ensuring achievement of project results.
- 7 years of progressive experience in project management as well as experience managing technical teams. The DCOP should have at least 5 years of experience in program monitoring and evaluation;
- Fluent spoken, written, and reading abilities in English and French preferred;
- Experience in monitoring and evaluation of development projects;
- Proven leadership and organizational skills to successfully manage and coordinate large and disparate work groups;
- Experience implementing and providing technical assistance to democracy and governance, advocacy, youth engagement, and/or research and learning projects;
- Ability to develop and foster relationships with diverse local counterparts including government representatives, youth, civil society organizations, donors, and donor-funded implementers;
- Proven human resource management skills;
- Sound knowledge of Haitian social and political dynamics.Availability of position is contingent upon award to FHI 360. Selection of final applicant is subject to USAID approval.
