We seek qualified candidates for the position of Senior Technical Advisor based in the Phnom Penh, Cambodia, office supporting an anticipated USAID-funded civil society strengthening project in Cambodia that is expected to begin implementation in October 2019. The project will focus on expanding citizen participation and collective action to hold local governments accountable for public services, through increased access to information, analysis, dialogue, and the use of social accountability tools.
The position will work under the leadership of the Chief of Party and will lead a technical team consisting of capital and regionally-based staff. The Senior Technical Advisor will be responsible for providing technical leadership to design activities that support citizens and civil society groups to engage in local accountability issues. Availability of position is contingent upon award to FHI 360.
The Senior Technical Advisor will:
- Oversee the design and implementation of activities to improve access to information on government decisions;
- Design activities to increase knowledge regarding the rights of Cambodian citizens defined in the Cambodian constitution and promote mechanisms for engagement to exercise those rights;
- Develop strategies that increase citizen participation in public life and participatory processes that hold local governments accountable for public services;
- Work with ISAC’s technology team to identify and promote enabling technologies to support social accountability; and
- Design activities that strengthen relationships and cooperation among sub-national civil society organizations (CSOs) to promote information sharing and raising awareness of issues in public service delivery.
- At least 8-10 years senior level experience in social accountability, civic engagement, access to information, or other related democracy, rights, and governance sectors;
- Demonstrated ability to think strategically and build partnerships among diverse sets of stakeholders;
- Knowledge of ongoing social accountability activities and tools, including the ISAF framework, required;
- Familiarity with USAID programming, including rules and regulations required;
- Professional proficiency in English required, including excellent written communication skills; and
- Experience generating and facilitating multi-stakeholder dialogue.
