FHI 360 is currently recruiting for the position of Chief of Party (COP) for an anticipated USAID-funded civil society strengthening project in Cambodia that is expected to begin implementation in October 2019. The project will focus on expanding citizen participation and collective action to hold local governments accountable for public services, through increased access to information, analysis, dialogue, and the use of social accountability tools.
The COP will be responsible for providing overall vision, leadership and guidance for the project. S/he will service as the project’s main point of contact for USAID/Cambodia, international and local partners, and other program stakeholders. The COP will be responsible for overall project management and technical operations and ensure that project tasks are completed on time and the project objectives are successfully met. FHI 360 anticipates that the Chief of Party will be based in Phnom Penh but with project-funded travel to other parts of Cambodia. This position is contingent on project funding.
The ideal candidate will have experience working to develop and implement social accountability tools in Cambodia. S/he also will have experience overseeing programs that improve access to information on government decisions and processes, increase citizen participation to hold local governments accountable for public services, improve national dialogues to raise awareness of government accountability, and increase the use of new or existing technologies to enable citizens to hold government accountable.
- Lead the project team and serve as the primary point of contact with USAID regarding the day-to-day activity implementation and management matters relating to the agreement.
- Oversee technical implementation and ensure project activities are of high technical quality and delivered on time and on budget.
- Manage and supervise the work of all experts/personnel provided under the agreement.
- Serve as the primary point of contact for information on the progress and current status of all project activities.
- Establish appropriate mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported.
- Establish procedures for grants to ensure compliance with USG rules and regulations, as well as FHI 360’s policies.
- Managing the preparation and presentation of work plans, M&E plans, and all reports.
- At least 15 years of experience successfully managing complex international programs (implementation, logistics, budgeting, staffing), preferably those funded by USAID and those conducted in Cambodia.
- Experience working in Cambodia on donor-funded projects related to civil society strengthening, civic participation, and technology solutions.
- Experience bringing together stakeholders from across government, including local government, civil society, and donors.
- Master’s degree in public administration, public policy, political science or a related degree.
- Demonstrated interpersonal skills, creative problem solving, and ability to mentor staff required.
- Ability to manage USAID agreements, especially those with significant grant components, and all required reporting requirements.
- Ability to perform internal control functions to manage day-to-day operations of the project.
- Fluency in English required.
